- NASA/KSC has a requirement for a Phase II research and development study entitled, ?Nutation Behavior of Spinning Space Vehicles with On-Board Liquid Propellant Study, Phase II.? The proposed research is a follow-on effort to a previous study entitled, ?Nutation Behavior of Spinning Space Vehicles with On-Board Propellant Study (NAS10-02016)?. The goal is to extend and enhance the predictive database that was accumulated in the initial study. The initial study identified and collected available flight and test data for spinning vehicles with onboard liquid propellants. All results for this Phase II study are to be presented in a final report at the completion of the study. The following tasks will be performed on the Phase II study: (1) Identify and locate existing data, and identify future needs. (2) Obtain authorizations to collect and use data. (3) Data collection. (4) Data analysis. (5) Identification of future needs and solution paths. (6) Generate final report. NASA/KSC intends to purchase these professional services from Hubert Astronautics Inc., Purcellville, VA 20134, Email: Astro@HubertAstro.com; Web: www.HubertAstro.com. This sole source procurement is entered into under the authority of 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Hubert Astronautics performed the original Phase I study that is to be updated by this effort. All techniques, methodologies, and databases in the Phase I study were developed and are being maintained by Hubert Astronautics. Hubert Astronautics is also responsible for the distribution of this report and for the collection of ITAR (International Traffic in Arms Regulation) agreements from each recipient. Hubert Astronautics is a consulting firm composed of Dr. Carl Hubert. Hubert Astronautics has served as a consultant for several of NASA?s science missions in the area of spinning spacecraft dynamics. He has been instrumental in the solution of several major spinning spacecraft issues in connection with several NASA missions. Dr. Hubert has the unique experience, management skills, and scientific expertise to perform this study and meet the required schedules. Dr. Hubert is considered an expert in his field. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 22, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
