- Description
- The Naval Air Warfare Command, Aircraft Division, Atlantic Test Range, Patuxent River, MD is seeking comments on the enclosed specifications for the purchase of (one each) C band and L band antenna systems. A Firm Fixed Priced commercial contract type is envisioned for this effort. The purpose of this RFI is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhance the Government’s ability to obtain quality systems at a competitive price. Industry is encouraged to comment on any aspect of the specification, provide information on alternate products, or provide any revisions to the specification that would increase/optimize performance or price. Any other industry concerns or questions may be addressed as well. Minimum Specification Requirements are: Both antennas shall be compatible with Viasat’s 3414 pedestal antenna plate. C Band Antenna Specifications (Quantity of One) The Antenna shall consist of a single parabolic reflector. Feed can be prime focus, fed directly or through the use of a sub-reflector assembly. The antenna and feed system shall provide physical waveguide connection points to accommodate both horizontal and vertical polarization. The following specifications apply to both the antenna and feed system: Frequency coverage- 4.0 to 8.2 GHz- minimum; Diameter- 17 feet- maximum; Beamwidth- .5 degree- minimum, any frequency; Polarization- dual linear, vertical and horizontal; Polarization isolation- 25 dB- minimum; Isolation, port to port- 40dB- minimum; VSWR- 2.0- maximum; RF connection- WRD 350; Gain; dBi; 4 GHz- 40 dB- minimum; 5 GHz- 43 dB- minimum; 6 GHz- 45 dB- minimum; 7 GHz- 46 dB- minimum; 8 GHz- 47 dB- minimum. L Band Antenna Specifications (Quantity of One): The minimum requirements for the upgrade to the L/S band antenna system at Atlantic Test Range is outlined below. The antenna shall consist of a single parabolic reflector. Prime focus, fed directly or through the use of a sub-reflector assembly. The antenna and feed system shall provide physical coaxial RF connection points to accommodate both horizontal and vertical polarization. The following specifications apply to both the antenna and feed system: Frequency coverage- .7 to 4.0 GHz- minimum; Diameter- 24 feet- maximum; Beamwidth- .5 degree- minimum, any frequency; Polarization- dual linear. Vertical and Horizontal; Polarization isolation- 25 dB- minimum; Isolation, port to port-40 dB- minimum; VSWR- 2.0- maximum; RF connection- 7/16 DIN Female (2x)--- Gain; dBi .7 GHz- 30 dB- minimum; 1.2 GHz- 35 dB- minimum; 2 GHz- 40 dB- minimum; 3 GHz- 43 dB- minimum; 4 GHz- 46 dB- minimum. This is not a request for competitive proposals. A contract award is anticipated for the May 2005 time frame. A formal solicitation may not necessarily result from any or all items identified in this Request for Information (RFI). However, information received as a result of this RFI may be reflected in a formal solicitation. The Government will not pay for any information received in response to the RFI; nor will the Government compensate a respondent for any cost incurred in developing the information provided. Reponses to this RFI may include one or more of the following: (1) Comments/suggestions on the specification and overall contract approach (2) A rough order of magnitude (ROM) cost and delivery schedule (3) Comments on responder’s business size and commerciality of its hardware. It is understood that this ROM will only be used for budgetary planning purposes. Information is requested in writing by 06 January 2005. They should be forwarded by mail to: Contracts, Attn: George Seabolt, Code 251727 Bldg 588 S2, Naval Air Warfare Center Aircraft Division, 47253 Whalen Rd Unit 9, Patuxent River MD 20670-1463; by e-mail to george.seabolt@navy.com; or by fax to (301) 757-0200.
