Description

The NIH Library intends to procure on a sole source basis to Cell Press, a division of Elsevier Science Inc., PO Box 945, New York, NY 10159, for electronic access to journal title Cell through a multi-site license. Specifically, the contractor and the NIH Library plan to enter into a multi site license allowing for electronic access to this title for 1 year upon award of contract. The multi-site license will allow other NIH agencies to share the same accessible privileges as the NIH Library. The period of performance for the license will be from January 1, 2005 to December 31, 2005. Cell Press provides the only legal source for this title, a copyrighted work. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirement of FAR Part 6. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System code 511120 with a size standard of 500 Employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product/service. All capability statements received within (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
