Description
Pre-Solicitation Notice for Transient Alert / Enrout Aircraft Services Acquisition is set-aside for 100% Small Business to perform Transient Alert Services. The contractor shall provide all management, tools, supplies, equipment and labor necessary to Transient Alert Services at Charleston AFB, South Carolina in accordance with standards established by the U.S. Department of Defense (DoD), the United States Air Force (USAF), the Air Mobility Command (AMC), Charleston AFB and this Statement of Work (SOW). The contractor shall be responsible for the following major tasks: a) Transient Alert Management Functions; b) Aircraft arrival services; c) Aircraft processing services; d) VIP services; e) Vehicle and equipment escort service on the airfield; f) Emergency services and Special Events. The Charleston AFB Transient Alert / Enrout Aircraft Services operation is a seven-day a week, twenty-four hour per day operation. The contractor will be responsible for ground handleing, marshaling, installing safety pins, inspecting breaks, inserting ground chocks and protective covers, ground aircraft and minor maintenance on all transient aircraft not assigned to Charleston AFB. Transient aircraft includes Airforce aircraft, DoD aircraft, commercial aircraft, foreign aircraft, and some private aircraft. A firm-fixed price, base and four (4) one year option periods is contemplated. This action is being considered for 100 percent set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. Interested SDVOSB concerns should indicate their interest to the Contracting Officer, in writing, as early as possible, but not later than 22 Dec 04. As a minimum, the following information is required: (a) a positive statement of your intention to submit a proposal on this contract as a prime contractor; (b) evidence of the recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested SDVOSB concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDVOSB concern. If adequate interest is not received from SDVOSB concerns, the solicitation will be issued as a 100% 8(a) Small Business Set-Aside without further notice. Furthermore, if adequate interest is not received from SDVOSB concerns and HUBZone Small Business concerns the solicitation will be issued as a 100% HUBZone Small Business Set-Aside without further notice. Therefore, replies to this notice are requested from SDVOSB concerns, HUBZone Small Business concerns and 8(a) Small Business concerns. The Government reserves the right to award a contract to other than the lowest price. The applicable North American Industry Classification System (NAICS) code is 488119 with a small business size standard of $6,000,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. It is anticipated the solicitation will be issued electronically on or about 23 Dec 2004 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Those unregistered in CCR may do so by calling 1-800-334-3414 or by visiting http://www.ccr.gov/. Registration requires applicants to have a Duns Number from Dunn and Bradstreet. Registration may take up to three (3) weeks to process. Recommend registering immediately in order to be eligible for timely award. Anticipate award by 1 April 2005 with an anticipated start date of 1 May 2005.
