Description
Modification of the Sources Sought Notice / Request for Information (RFI) posted to FedBizOps on 23 November 2004. Additional information is provided based upon similar, multiple questions raised by a number of interested vendors. 1) The Government owns the programming language of the existing MODS platform, so that if this requirement were competed - the new Contractor could pick-up where ASM Research Incorporated has left off, or use those parts of the program that best fit their proposed next-generation business solution. 2) It is true that ASM Research Inc. has rights to the intellectual knowledge gained in the development of this system and thereby ASM is free to employ that knowledge for other Government agencies. Given all present conditions now and in the foreseea ble future, MODS will continue to be maintained as the current operational system and MODS will be improved upon until a next-generation system is developed that supercedes it. In the current operating environment, it is not foreseen that this next-genera tion system event will occur within the next 10 years. ASM Reseach Inc. could attempt to create a new tri-service or even Army wide solution to replace MODS, but the big caveat is that the funding is not present nor is the interest out there at this time for such a next-generation leap above and beyond continuous improvements upon the current MODS platform. 3) The following programming languages are currently utilized under the MODS platform. This is not necessarily an all-inclusive listing of all programming languages. The MODS programming is performed in COBOL for mainframe and web, PROD, DB2MAINT, DB2PRP T, DB2PICS, DEGAUSS, and WRBU. The data types, not necessarily an all-inclusive listing, includes Char, Float, Varchar, Nvarchar, Datetime, Int, and Text. 4) The MODS data resides on a server farm that transfers data seamlessly, such that if one server is down the entire load can be shifted without loosing the whole system. Some servers owned and managed by Dencom and others by the Pentagon. The closing date for receipt of all RFI responses is hereby extended to Close of Business on 3 January 2005. All other information and questions posed within the original RFI notice remains unchanged.
