- The US Army Corps of Engineers is seeking a contractor to develop and present a on-and-a-half day civil engineering and environmental science acadmic & career Awareness program in accordance with the attach statement of work. This is a combined synop sis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issue d. The solicitation number is W912HQ-05-T-0005, which is a request for quotation (RFQ). Goals: - To foster/motivate an increased awareness and interest in the Engineering & Environmental Sciences among underrepresented (particularly Hispanic) inner-city high school students - To foster an increased Hispanic presence in the nations college level Engineering & Environmental Science programs, a mission supported by the US Army Corps of Engineers - To lay the framework for an increase in the representation of high quality Hispanic, minority and female Engineers & Environmental Scientists w/in the Corps of Engineers workforce by seeding the future applicant pool Scope of Work: Develop and present a one-and-a-half day Civil Engineering and Environmental Science Academic & Career Awareness program targeted towards 100 high school students, and their parents, enrolled at Roosevelt High School in Los Angeles, CA, during the period m id-January through 31 January 2005. Student participants will be selected by Roosevelt High School. The Civil Engineering & Environmental Sciences Academic & Career Awareness program will be centered on Corps of Engineers civil engineering & environmental science (dam construction and related) issues and projects. The Awareness program will consist of: A 2-hour Parent Orientation program, targeted towards the parents of the student participants, to be held during the evening one to two days prior to the actual conducting of the full-day Student Awareness program. The Parent Orientation program will cons ist of presentations directed towards the parents explaining what their student will learn from participating in the 1-Day Student Awareness program, and the numerous career opportunities available for professional engineers and scientists, emphasizing the Corps of Engineers as the nations premier employer of civil engineers and environmental scientists. Presentations will also cover methods and tips on how they as parents can encourage/foster an interest in the engineering & environmental sciences, the methodology of how to successfully pursue both college/university admissions, and a technical degree in the engineering & environmental sciences. Supplemental information on how to successfully pursue college admissions and a technical engineering or environmental science degree will be provided to each parent as a part of a parents orientation package. A pamphlet outlining the Corps functional responsibilities in the engineering sciences will be provided by the Corps for inclusion in the parents orientation package. The parents orientation will be conducted bilingually in Spanish and English. The Day-long Student Civil Engineering & Environmental Sciences Awareness program will be involve 100 Roosevelt High School students and will consist of a student team(s) approach to the analyses and solution of Corps of Engineers civil engineering and en vironmental sciences issues and projects. Utilizing college engineering or professional engineering team captains, student participants will be broken down into competing civil engineering teams (composed of 5-8 students per team), focusing on multi-cho ice questions, essay quizzes and civil engineering/environmental science question/issue challenges. Each student engineering team will work on a common Corps-based civil engineering project, which includes making a team presentation at the end of the days awareness seminar focusing on the results achieved. Engineering team captains will serve as team coaches and facilitators, and will supplement the Awareness session by sharing their experiences and engaging their student team members in discussions concerning coll ege preparation, engineering and environmental science major, and career options. The Student Awareness program will also feature formal presentations by professional Corps of Engineers Engineering and Science professionals (role models), designed to stim ulate interest in the engineering sciences, and the Corps of Engineers as a future employer. The 1-Day High School Student Awareness program may include competition awards granted to individuals and/or team members for successful solution to posed engineering issues/projects or topics presented.
