Description

Replace a failed hydrant fuel system with a modern system to fuel C-5 and C-17 aircraft. The work involves the construction of one (1) 2,400 gallon-per-minute pump station and shelter, two (2) 10,000 barrel operating tanks and a fuel distribution system with hydrant fuel outlets. The existing pumphouse, storage tanks and related items will be demolished. The estimated cost is more than $10,000,000. A firm-fixed price contract will be awarded as a result of this solicitation. The contract will be awarded using competitive negotiation procedures. Award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the best value to the government considering price and technical factors. This is an unrestricted procurement. Technical proposals will be evaluated based on the following factors: (1) Past Performance; (2) Corporate and Key Personnel Experience; (3) Commitment to Small Business. Technical factors when combined are approximately equal to price. The solicitation will be available on or about 23 December 2004 and will only be available electronically via the Internet at http://esol.navfac.navy.mil. Plans and specifications must be downloaded from this website and will not be provided in hard copy format or CDs.
