Description
The Naval Surface Warfare Center Panama City, FL (NSWCPC) intends to issue a sole source purchase order to Shelton Mechanical Systems Inc, 236 Pine Ridge Drive, Panama City, Florida 32405 for the acquisition of technical support to perform an inspection on three (3) MCM or MHC OK-520 winch gear trains. The purpose of the inspection is to determine how the High Speed gear trains with the Monel cone sets are enduring over time. The AN/OK-520(V) Common Winch is the Deployment and Recovery (D/R) control mechanism for the AN/SQQ-32(V) Mine hunting Sonar Set (MSS). NSWCPC has a requirement to modernize the Fleets 1980s technology used in the MCM OK-520(V) Winch System to state-of-art 21st century technology, with integrated Smart Motor Controllers (SMCs), Programmable Logic Controllers (SMCs), and an interface to the Integrated Condition Assessment System (ICAS). The purpose of the modernization effort is to minimize Mean Time Between Failure (MTBF) and increase the relia! bility of the winch itself. This effort is sole source for the following reasons. Shelton Mechanical Systems Inc. has over 20 years experience regarding OK-520 Winch, winch and winch gear train operation, inspection procedures, gear diagnostic analysis, and tacit knowledge for proper remedy evaluation. Additionally, it is paramount that the contractor has a functional and operational history base and understands the OK-520 Winch and Winch Gear Train systems extensively. These prerequisites are mandatory to achieve all three inspections and both modernizations within the allotted time for shipyard availabilities and within budgetary constraints. System requirements and historical nuisances have been developed over years and years of hands-on-experience working with the SQQ-32 and OK-520 systems. In order to achieve these goals, NSWC PC requires that only experienced entities be utilized with extensive background, knowledge, hands-on experience of the SQQ-32 Sonar and OK! -520 Winch Systems and their interoperability. Modernization and Gear Train Inspections will be schedule driven and NSWC PC will not have adequate time nor funds to train / teach non-experts about OK-520 winch and SQQ-32 sonar system operations or interactions. Award will be based on the written quotation. The anticipated award date will be on or about Dec 20, 2004. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 541330 applies. SBA Size Standard is $4.0M. FSC is B599.
