Description
The Human Systems Wing HSW/YASK intends to solicit and award a sole source, Firm Fixed-Price contract for a follow-on buy of ACES II Emergency Ejection Seats to Goodrich Corporation – Universal Propulsion Company, Inc. (UPCO), 25401 North Central Avenue, Phoenix, AZ 85027-7899 for the following seats: 13 ea. AFT Emergency Ejection Seats, NSN 1680-01-460-9381, and 49 ea. FWD Emergency Ejection Seats, NSN 1680-01-458-2436 for a total of 62 seats in support of the FMS F-16 aircraft. The justification for other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Written or faxed requests for the solicitation are unnecessary due to the use of www.fedbizops.gov to distribute the solicitation on or about 10 Mar 2004, no telephone requests will be honored. Any concerns regarding this acquisition may be directed to the contracting officer. An ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
