Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Lockheed Martin Simulation, Training & Support, Orlando, FL for sustaining engineering services for government owned Consolidated Automated Support System (CASS) testers/stations. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract that will allow the issuance of Cost Plus Fixed Fee, Firm Fixed Price and Time & Material type delivery orders. The type of tasks that will be required under the IDIQ will include, but are not limited to: obsolescence studies, incorporation of new test techniques, integration studies, replacement instruments, Software Integrated Product Team Support, Engineering Change Notices Support, failure data analysis, Integrated Logistics Support, trade-off analysis, configuration management, Technical Working Group Support, System Problem Reports Support and market surveys. All of these tasks will be related to the CASS tester/station. The period of performance for each delivery will vary depending on the task, however no delivery order will exceed the 5 year period of performance of the IDIQ contract. The government intends to procure these services under the authority of 10 USC 2304(c)(1), FAR 6.302-1. As the original equipment manufacturer, Lockheed Martin is the only contractor with the necessary technical, engineering, and logistics expertise to perform these tasks. All responsible sources are encouraged to submit a proposal, which may be used by the government in determining whether or not to conduct a competitive procurement. Responses should reference N68335-04-R-0102. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. No solicitations will be available for this procurement. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (22-APR-2004).
