Description

This is a combined synopsis/solicitation for the commercial item identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, offers are being requested and a written solicitation will not be issued. This solicitation number is 3K45-NW-008 and is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-25 b. The U.S. Department of Agriculture in Beltsville, Maryland intends to procure the following: Soybean Meal 47.5%, Guaranteed Analysis: Crude Protein (minimum) 47.5%, Crude Fat (minimum) 0.50%, Crude Fiber (maximum) 3.5%. There shall be no pelleted ingredients, all delivered feed shall be pure and free of additives such as hormones, antibiotics, growth stimulants, bactericides, bacteriostat and cocidiostats. Feed shall not be exposed to external factor prior to delivery such as precipitation, insects, mold or any foreign objects. The government shall not accept substitute products. At the government?s request, the bidder shall supply a sample of any items at no charge to the government for the sole purpose of analysis and examination. Soybean meal is to be delivered to the Beltsville Agricultural Research Center for the period of January 1, 2005 through September 30, 2005. This is a firm fixed price per ton. Soybean meal should be delivered to: USDA, ARS, BA, Beltsville Agricultural Research Center, ANRI, RAS Feed Center. One delivery is expected per month of 20-24 tons per delivery. Orders will be placed 5 days prior to expected delivery. All deliveries shall be identified and labeled according to the specifications. Deliveries shall be made during regular business hours between 8:00 a.m. and 2:30 p.m., Monday through Friday, excluding Federal holiday, unless prior authorization is given. Deliveries are to be made in dump trucks or bottom unloading trailers. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.202-1 Definitions, 52-203-5 Covenant Against Contingent Fees, 52.203-6 Restrictions on Subcontractor Sales to the Government, 52.203-7 Anti-Kickback Procedures, 52.204-3 Taxpayer Identification, 52-204-6 Data Universal Numbering System (DUNS) Number, 52.204-7 Central Contractor Registration, 52.211-5 Material Requirements, 52.212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation ?commercial Items; 52.212-3, Offeror Representations and Certification-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commerical Items. In Paragraph(B) of 52.212-5 the following apply: 52.203-6, 52.222-21, 52.222-26, 52.222-35, 52.222-34, 52.22-37, 52.225-3, 52.225-13, 52.232-34 and 52.222-70. All offerors must include copies of 52.212-3 (Representions and Certifications). Faxed quotations are acceptable to the attention of Nancy Woodhouse at fax number 301-504-8696 on or before December 23, 2004. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is December 27, 2004. All responsible sources may submit a quotation which shall be considered by the U.S. Department of Agriculture.
