- It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA) at the National Institutes of Health (NIH) to procure the services of a contractor to support the integration of the organizational research of the NIDA?s Criminal Justice Drug Abuse Treatment Studies (CJ-DATS). CJ-DATS is a major research program established by NIDA and is to develop and test models for integrated approaches to the treatment of offenders with substance use disorders. Research on treatment and effectiveness of alternative treatment has been conducted under this program. The Statement of Work for the requirement is as follows: Contractor Requirements: Independently, and not as an agent of the government, the contractor shall furnish the materials, equipment, and facilities not otherwise provided by the government under the terms of the contract. Specifically the contractor shall perform the following tasks: Task 1: Organizational research on existing CJ-DATS studies: The contractor shall review the documentation on organizational research and develop theory-based working models of organizational relationships in the context of drug abuse treatment and criminal justice systems, must be specific on the developing operational models of organizational functions; shall participate on CJ-DATS subcommittees on organizational measures and develop or recommend measurement items or instruments for the organizational structure. Measures of cross-agency organizational factors will be identified by the investigator to provide information on how drug abuse treatment fits within the criminal justice system context at multiple levels. The contractor shall attend to working meetings on specific studies, including the national survey and protocols integrating drug abuse treatment within criminal justice settings; shall participate in analyzing data and reporting results; shall identify and develop models of interaction and integration of drug abuse treatment and criminal justice. Task 2: Drug court study: The contractor shall assist the NIDA Scientists in developing, implementing and analyzing the drug court study and research questions of interest to NIDA; shall participate in regular scientific meetings with the PI, relevant Department of Justice staff, and NIDA for the review progress and to set interim and long term goals; shall develop scientific papers, conduct analyses, and report findings on issues relevant to NIDA and criminal justice participants. Task 3: Organizational research study: The contractor shall work with the CJ-DATS collaborating Scientists and participating CJ-DATS research centers for the implementation and development on the process of organizational/systemic integration of drug abuse treatment and criminal justice processes. Reporting Requirements and Deliverables: A research plan should be developed by the contractor to study organizational factors associated with integrating drug abuse treatment into correctional system. The plan shall be submitted to the CJ-DATS Research Management Subcommittee and Steering Committee for review. The plan must be revised by the contractor as needed one month after the date of contract award. Participation in weekly teleconferences with participating CJ-DATS investigators to review the research study progress beginning on week one and continuing until the end of the contract period. Participation in the monthly meetings of CJ-DATS investigators to review research study progress and to analyze emerging data beginning on month one and continuing for duration of the contract period. Meetings will be held in the Washington District of Columbia metropolitan area. The contractor shall submit a draft final report on study findings for review by CJ-DATS Steering Committee on the 20th month of the contract. The final report must be submitted on the 24th month of the contract. Period of performance: The period of performance is twenty-four (24) months from the award date of the contract. Schedules of payment: The contractor shall submit monthly itemized invoices. A sole source award is contemplated for this requirement to Wayne E.K. Lehman, Ph.D., 10109 Garrison Street, Westminister, Colorado 80021. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures and FAR Part 12, Acquisition of Commercial Items. It is noted that FAR Part 6, Competition Requirements, is not applicable to simplified acquisitions. This requirement is under the North American Industry Classification System (NAICS) number 541710, and Size Standards is 500 employees. This is a total small business set-aside requirement. Interested parties are requested to review the enclosed Statement of Work, and submit a proposal which includes a loaded hourly rate, estimated of travel, and other direct costs, Curriculum Vitae, at least three (3) references documenting similar past performance experience, and a technical approach of how the work will be performed. The proposals will be evaluated on the Offeror?s documented expertise and experience in (1) organization and management theory and practice; (2) treatment of substance abuse disorders; (3) research design and analysis of data representing complex systems; and (4) successful past performance experience on similar projects. Proposals are due on December 14, 2005 by 4:30 P.M. The offeror must submit two (2) copies of the proposal. The proposal must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Government?s Contractor Registry System. Proposals will be evaluated in strict conformity with the evaluation criteria herein and in conformance with the Offeror?s proposal as it relates to the Government?s requirements. A final best-buy analysis will be performed taking into consideration the results of the technical evaluation, cost analysis, and ability to complete the work within the Government's required schedule. The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. All responsible sources may submit a proposal which if timely received shall be considered by the agency. Proposals must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, Rockledge Building 2, Suite 6149, 6701 Rockledge Drive, Bethesda, Maryland 20892-7902, Attention: Ms. Cecilia Morales, Contract Specialist. Fax proposals will only be accepted if dated and signed by an authorized company representative.
