- The 347th Contracting Squadron/MSCB is seeking sources to establish a Blanket Purchase Agreement (BPA) to provide preventative maintenance, troubleshoot and repair all problems relating to Uninterruptible Power Supply systems located in government facilities belonging to Moody Air Force Base. Costs for labor and all parts will be included in servicing contract. The systems will vary in size and manufacturer. 1. SCOPE: 48 hr response required for all ?Red? and ?Amber? jobs?Constitutes serious degradation to Moody AFB?s flying mission by impairing critical airfield and meteorological systems, as determined by 347 OSS, 347 CS, National Weather Service and /or other Department of Defense agencies. Preventative maintenance will be accomplished according to technical/commercial guidance provided for each UPS system and industry standards. Provide designated government agencies and contracting officials with a 24 hr/day point of contact to reduce mission impact caused by temporary or permanent loss of UPS power source. Provide necessary information including, but not limited to preventative maintenance schedules, repair actions taken, certifications and other documentation pertaining to the overall UPS operation to designated government agencies and contracting officials within 48 hrs of repair/preventative maintenance to UPS systems. 3. TIMES/DATES: The contractor?s point of contact will be available 24 hr a day, 365 days a year to establish a quick response to all jobs outlined in section 2 of this statement of work. The government reserves the right to request a shorter response time if necessary. 4. PERSONNEL: The contractor will provide competent and qualified technicians who meet the standards and regulations of their respected trades. Submission of qualifying or certifying documentation shall be made available upon 347th contracting officer?s request. 5. SCHEDULE: All work will be coordinated through the 347th contracting officer or designated government agencies. Arrangements will be made between the government and contractor?s representatives to allow access to facilities and equipment during duty and non-duty hours. Duty hours are considered 7:30 am ? 4:30 pm EST. If applicable, holiday and weekend rates shall be included in the quote. 6. QUALITY CONTROL: Quality control is the joint responsibility of the designated government agencies, contractors, and contracting officer or their designated representative. 7. INSPECTION: The contractor is liable for all damages to government property. This includes but is not limited to: associated equipment (if found to be a result of improper techniques, test equipment, unsafe practices, neglect, misuse or improperly trained or qualified individuals), furniture, office equipment, fencing, gates, etc. The contractor must inform the contracting officer and designated government agencies of any damages to government property. Inspections will be conducted at the convenience of the government, but with coordination of the contractor. 8. BASE ENTRY PASSES: The contractor shall coordinate with the contracting officer or designated government agencies and the 347th security forces pass and registration office to obtain necessary base entry authorization for all workers.
