Description
This requirement is open to all competition. The National Guard Bureau (NGB) requires production, planning, preparation, and execution of the Marketing Programs in the support of Army National Guard (ARNG) and Air National Guard (ANG) recruiting and retention, National Guard Bureaus Public Affairs (NGB-PA) and Family Programs (NGB-FP) Offices. Projects include, but are not limited to: development, fabrication, maintenance, and geographic positioning of exhibits, presentations, kiosks (including web s ite creation and CD-ROM & DVD programming), and point-of purchase, static and interactive displays of various sizes and related to a range of topics; internal and external conference program management and support; development and execution of public relat ions/promotional/tie-in/sponsorship programs such as X-Games, NASCAR, Motorcross, Rodeo, sports, youth, pro, college, regional and other, and movie-related events and tie-ins, both bulk and single tie in. development, production and distribution (to includ e ground, air and overnight shipping, both bulk and single piece) of recruiting and retention materials, promotional items, awards materials, video games, CD-ROM & DVD programs (production/design/replication), electronic organizers, screen savers, trading/ collectible cards and related games, office appearance kits, banners, and recruiter presentation items; warehousing and inventory management related to exhibit and display materials, brochure racks, promotional items, recruiter presentation items, awards p rograms, and related recruiter support materials, distribution and tracking system, video and CD-ROM & DVD production, duplication, mastering and production; and coordination and management of the Mobile Event Teams. The Contractor shall also develop, prod uce and manage all aspects of ARNG mobile recruiting and retention programs. This may include, but shall not be limited to, the development, design, production, management, and schedule of ARNG mobile recruiting and retention programs. (Similar programs wi th other military agencies include: the Navy Blue Angels, Air Force Thunderbirds, Army mobile exhibit teams or Golden Knights.) In addition, the Contractor shall have responsibility for the development of marketing training materials for the members of the communities associated with the offices included in the scope of this contract. These materials may include, but shall not be limited to, off-the-shelf marketing books, video, training aids and other motivational materials supporting the professional deve lopment of the ARNG and ANG recruiter sales and service forces. Except when cost-prohibitive or otherwise not recommended (such as when professional talent is used), the Contractor shall ensure that all materials developed are the sole intellectual propert y of the government and can be reproduced, altered, localized, promoted and distributed by the government at will and into perpetuity. Regulation governing these programs is NGR 601-1, Chapter 4. The significant, non-cost evaluation factors for a best valu e award will be: Situation Analysis/Program Execution, Technical Expertise, Soundness of Approach, Demonstrated Corporate Capability and Past Performance, with the Technical Factors being significantly more important than Past Performance. Oral Presentatio ns will be required in addition to a written response to the solicitation. A detailed description of the factors will be provided in the solicitation. Cost/Price will be evaluated for completeness and reasonability. Cost / Price is considered to be signifi cantly less important than the technical and past performance factors. The resulting contract will be will be a single Indefinite Deliver, Indefinite Quantity (IDIQ) Fixed Price contract, with a one-year base period and four one-year option periods the max imum value over the life of the contract is $200MIL. It is anticipated the solicitation and any amendments will be issued on or about 1 January 2005 in electron ic format, with firms being responsible for ensuring receipt.
