Description
The USA Intelligence and Security Command (INSCOM), Ft. Belvoir, VA is seeking industry sources for the potential acquisition for services related to Technical Support. THIS IS NOT A REQUEST FOR PROPOSAL. This is a SOURCES SOUGHT request. It is th e governments intent to award an ID/IQ contract with a period of performance of a base year, and four option years. At award the resultant contractor must have a Top Secret (TS) facility clearance and all personnel with TS/SCI clearances. Input to this SOURCES SOUGHT/Market survey announcement to identify those interested and capable of performing services at a level required by the government. Response to this announcement will aid the government in the development of the acquisition strategy and deter mine whether or not this procurement can be set-aside for small businesses. All interested parties, both large and small businesses, are encouraged to submit a capability statement. The capability statement shall not exceed four (4) pages in length and s hall include the companys specialized experience in relation to this requirement. Following is a brief description of the requirements for technical support for which we are seeking sources: The contractor shall furnish all supervision, management, services and material necessary to support the INSCOM Futures Division with the technology being applied to intelligence and counterintelligence analysis. Technical support provided to the IDC is t o be comprised of software technology improvements, test and evaluation of the enabling technology in order to provide process improvement in combating terrorism and threats to the national interest. This support is to be delivered through software develo pment and integration in a software integration laboratory using test beds, operational tests and on site support to extend the technology growth to nodes of the IDC. The support includes transitioning of the developed material to the IDC baseline at IDC nodes and other sites as specified, and shall include delivery of documentation and training for the transitioned material. The IDIQ task ordered contract shall be dynamic, flexible, and reactive to emerging and ever changing threat information. This shal l be accomplished through a core staffing support task, and will be augmented by additional task orders that augment and reinforce emerging technologies and counter emerging threats. The core staff shall principally focus on IDC Baseline Support and DCGC Integration and limited over-watch tasks. Other work shall be performed under specific task orders. Task 1: Software Development The focus of software development shall be to deliver solutions and applications for eventual integration into the IDC operational baseline. The development includes work with network architecture, information architecture, a nd database architecture and distributed processing as well as work with applications that enhance data handling, data ingestion, intelligence analysis and information processing. Task 2: Demonstrations and Evaluations: INSCOM is frequently tasked to provide geographically specific demonstrations and enhancements as a part of the Intelligence Communitys objectives to deliver actionable intelligence to its customers. Task 3. Software Integration: Software integration shall encompass all of the subtasks necessary to successfully transfer accountability and responsibility for the technology to the INSCOM user organizations. The contractor shall perform installation an d checkout services to integrate the technology in the operational baseline. Task 4: Technology Insertion: The contractor shall support other Government initiatives aimed at identifying and solving tough problems whose solutions provide an order of magnitude improvement in intelligence analysis and production. Task 5: Site Support: The contractor shall provide trained and cleared personnel at specified locations to support and assist with distribut ion of technology solutions to the field operations. Nominally the composition of the site support teams shall be a combination of intelligence analysts, database engineers and network engineers with a nominal staffing of three technicians at each of the f ive supported sites.
