- In accordance with FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures, the U.S. EPA ORD/WSWRD requires a commercially available "off-the-shelf" Ion Chromatograph / Mass Spectrometer (IC-MS) to predominantly analyze perchlorate in water samples and other constituents that are possible found in drinking water such as: chloride compounds, cations, bromate disinfection by-products, and inorganics that meet the following minimum specifications: (1) Target Detection Limit of 0.01 to 0.05 ppb perchlorate (based on EPA Method Detection Limit Calculation Methodologies); (2) Accurate Quantification of 0.1 ppb perchlorate in a synthetic water matrix including 1000 ppm each of chloride, sulfate, and carbonate. Analysis of water samples for other constituents that are possibly found in drinking water such as chloride compounds, cations, bromate (down to 1 - 10 ppb), disinfection by-products (e.g haloacetic acids, nitrosodimethylamine), and inorganic As species (As(III) and As(V) in the 1-5 ppb range). (Accuracy defined as 90% - 110% recovery); (3) Capability to Analyze twenty (20) 0.5 ppb perchlorate replicates in the synthetic water matrix at less than 15% RSD; (4) Anion and Cation Suppressor Modules with 10 Year Warranties; (5) Columns, MS interfaces, and Supplies for Analyses of all compounds; (6) MS Detector, Electroconductivity Detector, UV-VIS Detectors so unit may operate as stand-alone Ion Chromatograph; (7) Autosampler with in-line physical filtration unit and controlled by the system software (i.e. the autosampler can be remotely controlled by the computer software); (8) One (1) Year Consumable / Supply Kit including but not limited to: injection loops of varying size, tubing, pump seals, MS sampling cone, capillary, o-rings, pump oil and filter etc.; (9) Computer, Printer, and Software capable of running the entire integrated unit, with CD / DVD writer for data archiving and Software to run as a stand-alone Ion Chromatograph; (10) Unit shall include all components for sample and eluent delivery; (11) Nitrogen Generator for the Mass Spectrometer; (12) Acceptance Testing on the entire system to demonstrate that all specifications are met after installation in the EPA Laboratory; (13) Start-up and Basic Training On-Site (Minimum 3 Days); (14) Advanced Training within six (6) months after acceptance; (15) On-site maintenance and/or repair warranty for one (1) year following acceptance; (16) FOB Destination Cincinnati, OH. This procurement is a small business set-aside under NAICS code 334516 with a size standard of 500 Employees. Award will be made using "Best Value" evaluation criteria. All responsible sources may submit a quote which shall be considered by the Agency. Any firm believing itself capable of providing the required Ion Chromatograph / Mass Spectrometer (IC-MS) must request a copy of the RFQ in writing within seven (7) days of electronic posting of this notice.
