- NA The U.S. Environmental Protection Agency (EPA) intends to award a contract for remote sensing technical support for the Office of Research and Development (ORD) National Exposure Research Laboratory (NERL) Environmental Sciences Division for monitoring in its regulatory programs. This effort will support monitoring requirements under the Resource Conservation and Recovery Act (RCRA), the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Clean Water Act, the Clean Air Act, and other applicable legislation. The EPA has the responsibility of providing remote monitoring technical support to many of the Agency's regulatory and scientific research programs. The contractor shall be required to perform research and development and analysis of remote sensing data using active and passive remote sensing hardware and software, photogrammetric and cartographic applications, and operation of a Geographic Information System (GIS). Contractor support to the EPA shall require technical services, technology transfer, and support to research and development. The work shall be performed at the contractor's facility. The contractor may be required to place individuals at classified facilities located in the Washington, DC metropolitan area for both short (1-3 days) and long (weeks to months) terms to support remote sensing data analysis studies. The contractor shall provide a multidiscipline staff skilled in the research and development and application of remote sensing technology to natural and cultural resources identification and mapping, as well as personnel with technical capabilities in cartography, geographic information systems (GIS), photogrammetry, and global positioning system (GPS) technology. Primary areas of remote sensor data analysis and image interpretation expertise required include the following: land use/land cover mapping; geological analysis (e.g., fracture trace, geomorphological, and lithologic mapping); ecological analysis (e.g., wetlands mapping); and cultural features mapping (e.g., features and activities of man and his impacts on the landscape). Award of a cost-plus-fixed-fee contract is anticipated. The resulting contract is expected to have a base year (beginning on September 12, 2005),and four one-year option periods (continuing through September 11, 2010 if all options are exercised). The associated NAICS code is 541370, with a size standard of $4,000,000. It is anticipated that a preproposal conference will be held at the EPA, Research Triangle Park, NC. The conference is to be held several weeks after release of the solicitation. Further information will be provided in the solicitation. The solicitation will be issued under full and open competition, and will be available on or about January 21, 2005, with proposals due approximately forty-five (45) days after release of the solicitation. This acquisition is a follow-on to contract 68-D-00-267 with Lockheed Martin Services, Inc. The solicitation will be available solely through the EPA's website at http://www.epa.gov/oam/rtp_cmd. Hard copies of the solicitation document will not be available. All future information about this acquisition, including amendments (if any), will also be distributed solely through the EPA's web site.
