- The Government announces its requirement to procure construction services for the removal and selective relocation of existing fences, the installation of pedestrian and vehicle crash resistant pedestrian fencing, gates and bollards, paving renovations, storm main relocation, landscaping, and a small road addition, around an agency headquarters and laboratory in Dallas County, TX. The successful contractor shall furnish all necessary labor, materials, and supervision. The majority of the work is exterior with some interior work associated with connection to the buildings? security and electrical systems. The proposed construction includes, but is not limited to the installation of crash resistant fence and gates that must meet the certification requirements outlined in the March 2003 Department of State standard SD-SDT-02.01 Revision A in its entirety, the removal of existing ornamental fencing and gates, the installation of an open/close control system, and the installation of a concrete roadway. The magnitude of this construction project is estimated between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) code is 238990. The small business size standard is $12 million. Performance and payment bonds will be required. A bid guarantee is also required. This procurement is 100% set-aside for HUBZone small business concerns. Offers from other than HUBZone small business concerns will not be considered. All responsible HUBZone sources may submit a proposal which shall be considered by the agency. The required construction completion date is 180 calendar days commencing from the date the notice to proceed is received. The tentative solicitation release date is fifteen (15) days from posting to the GSA FedBizOpps website. GSA is issuing this solicitation only electronically. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file. This solicitation incorporates documents which are not available electronically on the Governmentwide Point of Entry (GPE). The solicitation, amendments to the solicitation, specifications and drawings will only be available through a secured Internet site. Interested parties shall send all requests to access the secured Internet site and requests for the solicitation to the attention of Joan Koeppe at the e-mail address shown in this presolicitation notice. Contractors will also be required to sign a Document Security Notice and will be required to provide a street address, telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID Number and e-mail address. Once the request for the solicitation has been accepted, an e-mail will be sent to the e-mail address provided. The e-mail will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request e-mail notification from FedBizOpps in order to remain apprised of solicitation availability. See Note 27.
