Description
DESCRIPTION THIS IS AMENDMENT NO. 3 TO COMBINED SYNOPSIS/SOLICITATION NUMBER RFQ- DCCA-050014 ?Broadcast Video/Radio Monitoring Services.? This solicitation is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 13.1 and as supplemented with additional information included in this notice at the National Science Foundation (NSF) website for this solicitation: http://www.nsf.gov/home/about/contracting/index.cfm. This announcement constitutes the only solicitation or Request for Quote (RFQ) and will follow Simplified Acquisition Procedures (SAP), FAR Part 13. Responses are requested pursuant to this announcement. All responses shall reference Solicitation No. RFQ- DCCA-050014 ?Broadcast Video/Radio Monitoring Services.? This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 01-24, as if stated in full text, as well as the terms and conditions of FAR 52-212-1. The NSF anticipates awarding a Blanket Purchase Agreement (BPA) as a result of this solicitation. The anticipated period of performance is five (5) years with one (1) base year and up to four (4) option years. This acquisition is set aside for small businesses. CONTRACT LINE ITEM NUMBERS (CLIN) ? The following items are required to support the Government operations at the NSF. The contractor shall provide the services in accordance with the following. BASE YEAR CLIN DESCRIPTION UNIT UNIT PRICE 0001 Identify the personnel classifications to be 1 Hour $ provided under this contract 0001a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR ONE CLIN DESCRIPTION UNIT UNIT PRICE 0002 Identify the personnel classifications to be 1 Hour $ provided under this contract 0002a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR TWO CLIN DESCRIPTION UNIT UNIT PRICE 0003 Identify the personnel classifications to be 1 Hour $ provided under this contract 0003a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR THREE CLIN DESCRIPTION UNIT UNIT PRICE 0004 Identify the personnel classifications to be 1 Hour $ provided under this contract 0004a Identify the equipment and supplies to be each $ provided under this contract OPTION YEAR FOUR CLIN DESCRIPTION UNIT UNIT PRICE 0005 Identify the personnel classifications to be 1 Hour $ provided under this contract 0005a Identify the equipment and supplies to be each $ provided under this contract SCOPE OF WORK The Contractor shall provide the personnel, facilities and/or supplies required to perform the duties outlined in each individual Statement of Work for the National Science Foundation (NSF) located at, 4201 Wilson Boulevard, Suite 1245, Arlington, VA 22230. REQUIREMENTS While the National Science Foundation (NSF) is America?s premier funding agency for science, engineering and education in the sciences, and as research results make headlines in daily broadcast news, we need to be able to track the kind of coverage that NSF-produced video news stories and press releases receive. All interested vendors need to be located in the DC/NOVA area (within 30 minutes drive from NSF). This requirement covers monitoring of the following: Monitoring broadcast TV/Radio clips (networks, affiliates, cable, public) on a daily basis every month. Making video clips available for view via the web. Making clips available on VHS. Provide a customizable, web platform for managing Broadcast Clips. Ability to change search criteria for stories. Provide full transcripts of broadcasts via email Personalized account management Deliverables --Over 45x monitoring report broadcast clips. --All VHS requests should be filled within 2-days unless very small market. --Transcript requests should be filled the same day. --Changing search criteria should be just the matter of an email or phone call requesting the change. --Monthly archive of broadcast clips in easy to read format (Excel, Word, etc.) --Please specify turn around time and costs associated with next day services (i.e. dubbing VHS of small market program). Also include any other services not listed here Cost Proposal Price quotations and breakdowns are requested for each item listed above. INSTRUCTIONS TO OFFERORS All questions pertaining to the RFQ shall be submitted electronically to sgreene@nsf.gov. All questions regarding the RFQ are due by 3PM December 3, 2004. Receipt of late questions will not result in an extension to the response due date. In addition to the provisions of 52.212-1, Instructions to Offerors-Commercial Items, the offeror shall submit a narrative proposal that does not exceed twenty-five (25) pages in length (excluding cover sheet, table of contents, resumes of proposed personnel, certifications and representations, and past performance information. EVALUATION FACTORS FOR AWARD The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following technical factors shall be used to evaluate offers: 1) Brief narrative detailing Offeror?s planned approach to this effort; 2) Offeror?s qualifications and background, to include company?s web page address; 3) Detailed information on Offeror?s past performance of similar services with the Federal Government and /or commercial customers; 3) References to include the company?s point of contact including address, telephone number/fax number, email address and other relevant information. All references shall be available to respond with a reply within 48 hours after being contacted. 4) Offeror?s proposed price. The following factors shall be used to evaluate proposals: 1) Management plan; 2) Organization qualifications and background; 3) Past Performance; and 4) Price. Price and technical factors shall be approximately equal. Offerors shall include a completed copy of the provisions at FAR 51.212-3, Offeror Representations and Certifications?Commercial Items with its offer. Offerors must be registered in the Central Contractor Registration (CCR, at www.ccr.gov) in order to be eligible for award. Offers shall be signed by an official authorized to bind your organization.
