- The following is a continuation of the statement of work section of Solicitation No. RS-HR-05-363, entitled, Organizational Development Interventions. C.3.9 Contractor Deliverables and Delivery Locations. The contractor shall provide the following deliverables under this contract: A. A sufficient number of any instrument that is used in connection with an OD intervention, such as the Myers-Briggs Type Indicator, the 360 Degree Survey instrument, or other appropriate tools/materials. B. The facilitator?s roster is due to the PO within 20 days after contract award. Reports. The contractor shall electronically submit to the PO, no later than the tenth of each month, as applicable, the following: 1. Before the contractor begins each organizational development intervention, the contractor shall provide the objectives for the intervention and an overview of the process used to meet the objectives. 2. An OD Session schedule showing all OD sessions currently scheduled and the status of each OD intervention, with appropriate annotation as to OD title, date of those completed and those remaining to be completed, location (whether Headquarters. or Region), name of OD facilitator, and work order number, if known. 3. Within 10 working days after completion of the OD intervention, the contractor shall submit to the CO, PO, and the requesting office, a written OD report on the results and recommendations of the OD initiative. 4. An annual report, listing all OD interventions completed for the calendar year and outcomes that resulted from such interventions, is due within ten working days after the end of each calendar year. 5. A final report is due within ten working days after completion of the contract. This report shall comment on the value of the OD interventions to the NRC and to participants, as reflected in their overall evaluation comments. The contractor shall deliver to the following addresses, as applicable, all OD session materials, as applicable, a minimum of five workdays prior to a scheduled date of OD session. The name of the course and the date the course is scheduled to be given shall be noted on the delivered course material package(s). Project Manager Materials, if sent by messenger shall be delivered to the following address. NOTE: The messenger shall deliver the package to the mail room in O-P1-37 and the NRC will deliver the package to the Project Manager and provide a delivery receipt. The contractor shall send course materials to the applicable region when courses are offered in a region in sufficient time (generally two full weeks) prior to a course presentation. For each of the NRC?s four regions, the following addresses shall be used until further notice: REGION I OFFICE: Ms. Christine O?Rourke, U.S. NRC, Region I, 475 Allendale Road, King of Prussia, PA 19406-1415, (601) 337-5700. REGION IV OFFICE: Ms. Sandra Lindsay, U.S. NRC, RIV, 611 Ryan Plaza, Suite 400, Arlington, TX 76011-4405, (817) 860-8100. C.3.11 Ordering Procedures. Task Orders shall be issued under the contract for OD interventions and will be priced as a unit price, based on an hourly rate multiplied by the number of hours required to perform each intervention. The NRC shall be invoiced only for the actual hours of work performed (using the hourly rate, multiplied by the number of hours actually worked). In addition, the contractor shall be required to maintain time sheets, reflecting the time spent on any OD intervention, and submit those time sheets when invoicing the NRC for completed work. C.3.12 Period of Performance. The period of performance shall be for the one year from the effective date of this contract with the option to extend the period an additional four years. C.3.13 Government-furnished Facilities, Supplies, and Equipment. The NRC will provide the following facilities, equipment and supplies: training facilities for conducting the OD in Headquarters and each of its four regions, easels and flip charts, name tent cards, VCR/VTC/LCD/video camera equipment, TV monitors, blank tapes for coaching and media training, overhead projector, writing pens and paper, highlighters, dry erase markers, pins for attaching participants? flip chart work sheets to special wall boards, and microphones. INSTRUCTIONS FOR WRITTEN PRESENTATION DOCUMENTATION AND COST PROPOSAL. a. Information submitted in response to this solicitation must be typed, printed, or reproduced on letter-size paper and each copy must be legible. b. The Offeror must submit the following material, which will constitute its offer as defined by FAR 2.101, in two separate and distinct parts, at the date and time specified for receipt of sealed offers. c. The Offeror shall respond fully and completely to all sections of the solicitation package and to the elements that are described in the section entitled "TOPICS FOR ORAL PRESENTATIONS AND WRITTEN PRESENTATION DOCUMENTATION." d. Correctness of the Offer. Caution--Offerors are hereby notified that all information provided in its oral presentation, written presentation documentation, including all resumes, must be accurate, truthful, and complete to the best of the Offeror's knowledge and belief. The NRC will rely upon all representations made by the Offeror both in the evaluation process and for the performance of the work by the Offeror selected for award. The NRC may require the offeror to substantiate the credentials, education, and employment history of its employees, subcontractor personnel, and consultants, through submission of copies of transcripts, diplomas, licenses, etc. Part 1 - Written Presentation Documentation. a. The Offeror shall submit one (1) original and three (3) copies of its Written Presentation Documentation at the date and time specified for receipt of sealed offers. The Offeror must address the topics listed in the section entitled, "TOPICS FOR ORAL PRESENTATIONS AND WRITTEN SUPPORTIVE DOCUMENTATION" in their Written Presentation Documentation. The Written Presentation Documentation shall include printed copies of the overheads to be used during the Oral Presentation. All Written Presentation Documentation shall be printed, and reproduced on letter-size paper. Each copy must be legible. b. The Written Presentation Documentation is limited to 50 one-sided pages, including the resume?s, past performance surveys and oral presentation slides. Offerors are cautioned that any documentation which exceeds the 50-page limitation will not be considered. c. The Written Presentation Documentation shall not discuss price or cost and fee. However, resource information, such as data concerning labor hours and categories, subcontracts, computer time, etc., must be included in the presentation material so that the Offeror's understanding of the scope of work may be evaluated. Part 2 - Cost Proposal. a. The Offeror shall submit one (1) original and three (3) copies of the written Cost Proposal at the date and time specified for receipt of sealed offers. The format and content of this documentation is described in the section entitled, COST PROPOSAL REQUIREMENTS AND FORMAT. II. INSTRUCTIONS FOR ORAL PRESENTATIONS. a. The Offeror shall present solutions to fulfill the NRC's requirement via an Oral Presentation which are to be documented in the Written Presentation Documentation. The Oral Presentation shall highlight the main points of the Written Presentation Documentation. Both the Oral Presentation and the Written Presentation Documentation combined shall present full and complete information to permit the NRC to make a thorough evaluation and a sound judgement that the proposed approach will have a reasonable likelihood of meeting the requirements and objectives of this procurement in accordance with the NRC's Statement of Work. b. The Oral Presentation shall not discuss price or cost and fee. However, resource information, such as data concerning labor hours and categories, subcontracts, computer time, etc., must be included in the presentation material so that the Offeror's understanding of the scope of work may be evaluated. c. Immediately following the Oral Presentation, the Offeror must participate in an question and answer session conducted by NRC evaluation panel. The purpose of the oral presentation and the question and answer session is to permit the NRC to evaluate the Offeror's knowledge and competence with regard to the NRC's requirements, objectives, challenges and risks. d. The Offeror's proposed Project team leaders (e.g., Program Manager) are requested to present the discussion on Corporate Experience and Past Performance. The Offeror's proposed Key Personnel (e.g., Senior Facilitators and Junior Facilitators) are requested to present the discussion on Personnel/Team Capabilities. Total presentation time shall be no longer than 60 minutes. Total question and answer time shall be no longer than 30 minutes, for a total presentation and Q&A time of 90 minutes. There will be a 30 to 45-minute break at the conclusion of the presentation to allow the NRC SEP time to organize their questions. e. The Offeror's oral presentation and answers provided during the question and answer session are not a part of its offer, may not include changes to its offer, and will not become a part of any resulting contract. Neither the presentation nor the question and answer session constitute discussions within the meaning of FAR 15, and neither will it obligate the NRC to entertain revisions to the written presentation documentation. The NRC intends to award without discussions. Nevertheless, if the NRC determines that discussions and final proposal revisions will be necessary, the NRC will not discuss the oral presentation or the question and answer session and will not entertain revisions to the oral presentation or to the answers given to the source evaluation panel during the question and answer session. f. The Oral Presentations will be held in a conference room at NRC Headquarters located on Rockville Pike, in Rockville, Maryland. This conference room will have a viewing screen for overheads. The NRC anticipates that the Oral Presentation will be within one week after the date set forth for receipt of sealed offers. At the earliest, presentations will be scheduled to begin at 9:00 a.m. At the latest, presentations will be scheduled to end at 4:30 p.m. The Contracting Officer will notify all Offerors of their scheduled presentation date and time. Requests to reschedule will not be entertained. However, the NRC reserves the right to reschedule oral presentations under extraordinary circumstances at the sole discretion of the NRC Contracting Officer, for the convenience of the Government. The Offeror is notified, however, that the late proposal rule (FAR 52.215-10, Late Submissions, Modifications, and Withdrawals of Proposals) will not be applied to the Oral Presentation. g. The Offeror is prohibited from taping or recording their own presentations. Should the NRC decide to tape or record the Offeror's presentation, the NRC will NOT provide the Offeror with a copy of the tape or recording. III. TOPICS AND FOR ORAL PRESENTATIONS AND WRITTEN SUPPORTIVE DOCUMENTATION. A. CORPORATE EXPERIENCE/PAST PERFORMANCE. 1. ORAL PRESENTATION. The objective of this part of the oral presentation shall be to clearly discuss the details of your corporate experience in performing contracts/orders similar in scope and size to this procurement within the past five years. Offerors shall describe the relevancy/similarity of their experience to this procurement. Simply listing experience is not sufficient information. Your discussion should include, at a minimum, the project management approach, problem resolution, risk mitigation tools and techniques, cost and schedule management/controls, and personnel/team resource management used in performing these contracts to ensure their successful completion. In addition, the offeror shall design and present an oral OD intervention of no more than 20 minutes duration that demonstrates its ability to facilitate an OD intervention. 2. WRITTEN DOCUMENTATION REQUIREMENTS. The offeror shall provide written evidence of its corporate experience in presenting to Federal employees in scientific and engineering environments, OD interventions, similar to those discussed in the Statement of Work. Provide documentation demonstrating successful performance on contracts listed that are similar in size and/or scope and/or complexity to this procurement. Such documentation shall include letters of commendation, evidence of awards received, quality awards or certifications that indicate that the offeror possess a high-quality process for performing the service required. Offerors shall also list all contracts terminated (partially or completely). To this end, the offeror shall list all current or previous contracts or orders that are similar in size and scope to this procurement, performed during the past five years. Failure to do so, may result in the elimination of the offeror?s proposal. It is incumbent upon the offeror to provide information which is accurate and current as the NRC will contact at least three of the references to verify the information provided. Offerors will be provided the opportunity to provide written rebuttal for any negative information received. This rebuttal information will be taken into consideration in evaluating proposals. Each contact reference shall be limited to one (1) page in length and provide the following data: a. Contract number and type of contract; Name and address of Federal government agency; Point of contact with telephone and fax number and e-mail address; b. Contracting Officer with telephone and fax numbers and e-mail address; c. Estimated value of contract awarded; c. Period of performance of the contract (including extensions); d. Brief description of work. Outline (in concise detail) of how the contracted effort for another Federal agency is similar or identical in nature to that described in NRC?s statement of work. (It is not sufficient for the offeror to note that its experience is similar in magnitude and scope); e. Total dollar cost broken down by course costs, title of course taught, SES CDP program provided, and the period of performance. IMPORTANT: Offerors are advised that they will be responsible for providing past performance surveys (Attachment No. 3) to at least three of the clients listed above to obtain Past Performance Information. The reference information will aid in the Government's evaluation of the offeror's relevant past performance. The Offerors? clients will be required to complete the surveys and return them directly to the NRC Contracting Officer via facsimile transmission on (301)415-5761 or via e-mail to cac3@nrc.gov no later than the closing date of this solicitation. The offeror is responsible for ensuring that their clients have complied with their request. B. KEY PERSONNEL QUALIFICATIONS AND EXPERIENCE. 1. ORAL PRESENTATION. The objective of this part of the oral presentation shall be to clearly discuss the personnel qualifications and experience in performing the same or similar work as outlined in the Statement of Work. The offeror shall identify key and back-up OD facilitators to be utilized in the performance of any resultant contract. For the persons so identified, the offeror shall specify the experience directly related to the intervention for which they are named to conduct and the proposed percentage of time these individuals will devote to the specific tasks undertaken. 2. WRITTEN DOCUMENTATION REQUIREMENTS. Proposed Staffing Plan - You shall identify the proposed organizational resources to be dedicated to the effort, including staffing projects at the task level. The plan shall address the availability of personnel proposed to work on the contract. For all named personnel proposed, provide an employee-signed statement of availability. You are also required to identify any current/former NRC employees who have been or will be involved, directly or indirectly, in developing the proposal, or in negotiating on behalf of your firm, or in managing, administering, or performing any tasks, consultant agreement, or subcontract resulting from this proposal (list name, title, and date individual left NRC and provide a brief description of the individual?s role under this proposal). If there are no current/former NRC employees involved, a negative statement is required. Resumes - The offeror shall include a current resume of not more than one (1) page for each proposed facilitator proposed and identify the OD facilitation interventions for which they have been responsible at other Government agencies. IV. COST PROPOSAL REQUIREMENTS AND FORMAT. a. One (1) original and three (3) copies of the Offeror's Cost Proposal are due at the date and time specified for receipt of sealed offers. The Cost Proposal must be submitted separately from the Oral Presentation and Written Documentation. The Offeror's Cost Proposal must be typed, printed, or reproduced on letter-size paper and each copy must be legible. The Cost Proposal must be in the format described below. b. The contractor shall provide an estimated 800 hours of OD interventions during the Base Year of the contract and the same number of hours for Option Years One through Four. The contractor shall maintain records so that the number of hours set forth in the contract are not exceeded. Should additional OD intervention sessions be required, the NRC will increase the number of hours in accordance with the Changes clause of the contract. By the same token, if the total of 800 hours are not used during any year of the contract, those unused hours may be carried over to the next year and used, if necessary. c. The Offeror shall assume an award date of March, 2005, as the date upon which they should base their costs. TECHNICAL EVALUATION AND CONTRACT AWARD. By use of numerical and narrative scoring techniques, the NRC will evaluate offers against the evaluation factors outlined below. The factors are listed in their relative order of importance. The NRC will award a contract to the offeror whose offer is technically acceptable and most advantageous to the Government, cost and other factors considered. In other words, for an offeror to be selected for contract award, all requirements must be fully addressed to reflect whether an offeror has the ability to provide the services necessary in all areas identified in the Statement of Work and proposed costs must be realistic and reasonable. The successful offer shall clearly demonstrate sufficient previous or current relevant work performed for other Federal agencies, the capability to deliver the services required and documented past performance information which clearly shows that the offeror has performed successfully on these previous or current relevant contracts. In addition, the qualifications of all proposed key personnel, shall clearly demonstrate the necessary skills, knowledge, and experience in providing similar OD services to other Federal government agencies. The offeror shall also discuss in its oral presentation what measures it would take to assure accuracy, quality workmanship, and timeliness in printing and delivery of participant materials and solving problems that may arise from the non-performance of services called for in the Statement of Work. The NRC may: 1. Reject any or all offers if the action is in the public interest; 2. Accept other than the lowest offer; and 3. Waive informalities and minor irregularities in any offeror?s proposal. 4. The NRC may award a contract on the basis of initial offer received, without discussions. Therefore, each initial offer shall contain the offeror?s best terms relating to its costs and technical position. The NRC will perform a separate cost analysis on each offeror?s cost proposal. In order to provide a common base for evaluation of cost proposals, each offeror shall express the level of effort to provide the services as outlined in the statement of work in terms of staff hours and cost per staff hour for organizational development interventions. In making the determination to award a contract to an offeror, the NRC will perform an analysis that takes into consideration the results of the technical evaluation and the cost analysis of each offeror. EVALUATION FACTORS FOR AWARD. The NRC shall evaluate an offeror's proposal based on 1) Corporate Experience/Past Performance and 2) Key Personnel Qualifications and Experience. The offeror must provide qualitative information addressing each evaluation criterion. Failure to do so may result in an offeror's offer not being considered. The following evaluation criteria, shall be applied to all offeror's proposals: A. CORPORATE EXPERIENCE/PAST PERFORMANCE (50 POINTS). Extent to which the offeror demonstrates sufficient corporate experience in performing contracts and/or orders for Federal agencies similar in size and scope to this procurement during the past five years. The extent to which the offeror demonstrates successful past performance in performing contracts and/or orders for Federal agencies similar in size and scope to this procurement. B. PERSONNEL/TEAM CAPABILITY (50 POINTS) Extent to which the offeror demonstrates that the personnel within its organization possess the experience and qualifications necessary to perform the effort as described in the Statement of Work. The extent to which the Offeror?s staffing plan demonstrates the availability of the qualified personnel necessary to perform the effort described in the Statement of Work.
