Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Special Warfare Development Group, Virginia Beach, Virginia has a potential requirement to procure the following: CLIN 0001 Solid Edge Classic Software Training for Two (2) Individuals in accordance with the following: Statement of Work The contractor shall conduct a training class for Naval Special Warfare Development Group (NSWDG) personnel. Period of Performance: The Solid Edge Training Class shall be conducted no later than one week in duration in January 2005. Due to the anticipated amount of technical material that will be addressed in the class and the lack of familiarity of NSWDG personnel with Solid Edge Classic Software, training shall be no less than three (3) days in length. Training Class Size: Minimum number of students to attend class is two (2) individuals, however, size could increase to no more than ten (10) students depending on students work schedule. Should the number of students increase to a greater number than four (4), the contractor shall provide one (1) additional instructor. Proper notification shall be provided the contractor by the government for planning purposes. Training Class Instructors: Instructors shall be certified by the parent company as instructors of Solid Edge Classic Software Contractor Furnished Material: Contractor shall provide all materials to the students that are required for the class. Materials shall include, but are not limited to the following: a) notebook PC for each student to use that is pre-loaded with Solid Edge Classic Software; b) reference books; c) handouts and other applicable written documentation. Contractor shall obtain the use of additional hardware required for the course to include PC projectors. All questions regarding the use of material required for the course shall be directed to the Contracting Officer Training Class Facility Location: Contractor training facility shall be located within a fifty (50) mile radius of Virginia Beach, VA and is subject to approval by the Contracting Officer. This Request for Quote (RFQ) H92244-05-Q-0010 is anticipated to result in a Firm Fixed Price (FFP) contract. Submit written offers; oral orders will not be accepted. This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-25 effective 14 October 2004. North American Industrial Classification Code (NAICS) 611420 applies to this procurement. Period of Performance: One Week Duration to be Scheduled in January 2005. The DPAS rating for this procurement is DO. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (Jan 2004); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (May 2004); FAR 52-212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (Oct 2004); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisitions of Commercial Items (Sep 2004); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Apr 2003). Contractor shall provide proof of Solid Edge Classic Software certification with the proposal. Facility location for training shall be secured at the time the proposal is submitted. Proposals shall include the vendor?s Cage Code, Dun and Bradstreet Number (DUN) and Tax Identification Number (TIN). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on technical capability and price. Technical Capability shall be evaluated by how well the propose services meet the Government?s requirement based on the specifications provided. Technical capability weighs more heavily than price. The prospective offeror must be registered with the Central Contractor Registration (CCR)
