Description
NASA/LaRC has a requirement for an infrared imaging system for use by the Shuttle crew for on-orbit inspection of the leading-edge surfaces of the Shuttle. NASA/LaRC intends to purchase four (4) each, S60, Hand-held, Infrared Camera Systems from FLIR Systems and two (2) each "kits" consisting of spare components for the S60 camera system. NASA LaRC has determined that only FLIR Systems can satisfy the government's requirement based upon evaluation of responses to a Request for Information (RFI) synopsis posted on October 28, 2004. The S60 camera is a commercial item that will be modified somewhat to adapt to NASA-unique requirements described in Attachment 1 - Specifications. The nature of the modifications are not considered significant as to render the items non-commerical. Accordinlgy, the Government intends to acquire a commercial item using FAR Part 12. The authority for this sole source acquisition is FAR 13.5. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
