Description
Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia requires Real Estate Leasing Support Services. CSOSA anticipates awarding a firm, fixed price contract for a one-year base period of performance and four (4) one-year options. CSOSA is an independent executive branch federal agency established pursuant to the National Capital Revitalization and Self-Government Improvement Act of 1997. CSOSA assumed cognizance related to pretrial services, parole, probation and other supervised release functions in, and on behalf of, the District of Columbia. Its mission is to improve public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community, local and federal authorities. In executing this mission, CSOSA operates from a variety of leased spaces in the District of Columbia. Prospective offerors must currently maintain a bona fide office in the District of Columbia Metropolitan Area (DC, VA, MD). A bona fide office is a place where the firm regularly maintains a management office providing full service business support. Typical leasing services may include, but are not limited to, (1) developing lease acquisition strategy in support of CSOSA, (2) conducting preliminary market surveys / analysis and zoning research for buildings / sites that might satisfy CSOSA?s requirements, (3) providing negotiation support for leases (4) preparing lease forms and negotiation documentation, (5) performing follow-up on lease terms and deadlines as negotiated in the leases. Firms must be familiar with GSA leasing standards, procedures and forms, as well as Federal Acquisition Regulations, applicable DC codes and commercial real estate / development industry practices. The successful firm will be selected using a best value approach, with technical criteria (Demonstrated Corporate Capability, Personnel Qualifications, Past Performance) being equal in importance to price / cost. The primary NAICS code is 531390, Other Activities Related to Real Estate, with a small business size standard of $1.5 MIL. This announcement is open to all businesses, regardless of size. If a large business is selected for this contract, the firm must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan, or that part of the work, it intends to subcontract. Contract negotiations with large business firms will include goals for any planned subcontracting, expressed in terms of percentages of total planned subcontracting dollars, for the use of small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns as subcontractors. Any subcontract goals shall support the mandatory goals for CSOSA, which are 23 percent for small businesses, with 5 percent for both women-owned and small disadvantaged business and 3 percent for HUBZone businesses. To be eligible for contract award, interested firms must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov . The solicitation will be issued in an electronic version on or about January 21, 2004. Submittal requirements and the response period will be included in the solicitation.
