- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the September 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 97-27. This acquisition is NOT small business set-aside and the NAICS code is 511210. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Library of Medicine (NLM) to procure a license for online access to Merriam-Webster's Medical Dictionary for MedlinePlus, the National Library of Medicine (NLM)'s consumer health web site, on a sole source basis from Merriam-Webster Incorporated. MedlinePlus, requires a web-based medical dictionary to assist the public in locating the definitions of medical words. The dictionary must be available as an API (application programming interface) that allows the dictionary to be hosted on a remote site but co-branded by MedlinePlus. The dictionary must contain at least 50,000 terms, with definitions written in consumer friendly language, and also provide a pronunciation guide. Merriam-Webster is the sole provider of the Merriam-Webster Medical dictionary and retains the Copyrights for the use of the dictionary. The Dictionary will be made available via co-branded pages on MedlinePlus. The technical aspects of the purchase order will be managed by the Serial Records Section, Technical Services Division, Library Operations, NLM. The award will be for a Base Year with options for four (4) successive one-year periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. EMAILS AND FACSIMILES WILL NOT BE ACCEPTABLE. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered.
