Description
The 99th Contracting Squadron at Nellis AFB NV intends to award a sole source contract to the Boeing Company under the authority of FAR 6.302-1. The service requested is a small, persistent Intelligence Surveillance and Reconnaissance (ISR) Unmanned Aerial Vehicle (UAV) demonstration. Required capabilities of the UAV include: providing route reconnaissance for convoy operations (up to 110KM); providing convoy commanders with real time video for a UAV over flight (up to 12 hours sustained flight); providing near real time video imagery back to Convoy Command and Control Operations Center (C3OC) (up to 100KM line of sight [LOS]); identifying possible communications links between Convoy UAV and other airborne platforms for reach-back voice/data messaging beyond line of sight (BLOS); providing either high quality color 25:1 zoom electro-optical (EO) video, or high quality infrared (IR) video, and their respective meta-data streams; both sensors must be capable of remote positioning via an inertially stabilized turret allowing for precise sensor control, regardless of vehicle position or altitude; the system must be capable of providing the operator with target geo-location data, accurate to within 15 meters; the normal operating altitude of the UAV should be that which delivers high quality video and accurate geo-location data, yet allows the vehicle to remain undetected by optical or acoustic signature as it maintains reliable communications with the Ground Control Station; the vehicle must use plug and play payload swap-out that allows an individual vehicle to be configured for either day (EO) or night (IR) missions; the vehicle must have an expansion slot capability; the launch and recovery of the system must be autonomous and accomplished without the requirement for a runway or other flat level surface; both launch and recovery must be unaffected by wind direction or other environmental factors; the UAV must be capable of all weather operations to the level of precipitation and turbulence characterized as in the area of responsibility; the UAV and sensor must be controlled by man-in-loop ground station, be capable of executing a pre-programmed flight plan, be capable of dynamic re-tasking in flight, and incorporate an object tracker capable of persistent stare at a target; all of these features require minimum operator intervention; the system must incorporate fail safes and procedures that provide for the safe operation of the UAV and limit vehicle losses due to computer, communications, or GPS malfunctions (these procedures must be preprogrammed and include, but are not limited to: Communications Failure, Lost GPS, Processor/Software Failure, and Range Boundary procedures); the system requires an on-station time of at least 12 hours under conditions considered normal in the CENTCOM area of responsibility, as well as a range of no less than 100 km at an altitude capable of providing useful imagery; the system must be accompanied by forward-deployable, HMMWV compatible, remote video receive units capable of receiving video and data streams directly from a UAV when within 10 km slant range to the UAV; the system must be accompanied by a ruggedized, Ground Control Station that allows for the safe operation of the system and must include the equipment necessary to receive the video and data stream from two UAVs simultaneously via the GCS, analyze and exploit the imagery by an imagery analyst, and then make digitized products (video, stills, and mosaics) available to the network and ultimately the consumer; the exploitation capabilities must provide a fly-through mode that overlays imagery on terrain data; the system must include an environmentally controlled BASE X-like tent of sufficient size to house the analysis and exploitation equipment and serve as a UAV maintenance area; the system as a whole must include all environmental control and power generating capabilities sufficient to conduct sustained operations in austere locations with limited to no support from the supported unit; all system components that are required to function exterior to the environmental controlled spaces (UAVs, antennas, RTs, support equipment, etc) must be environmentally tested to 140 degrees F and capable of reliable performance through sustained operations. This will be a firm-fixed price contract. If there are any other businesses that can provide the specified service according to required thresholds cited, they must respond to this notice before 0900 hrs (Pacific time) on December 13, 2004.
