Description
This is a Sources Sought Notice (not a pre-solicitation notice pursuant to FAR Part 5) to identify sources that can provide dogs as described below. Interested vendors must be able to supply 75 dogs (as a minimum) as potential military working dog candidates. A mobile procurement team will contact vendors who can meet the requirements of this Sources Sought Synopsis to schedule an evaluation of the dogs. The mobile procurement team will not evaluate less than 75 military working dog candidates (at each evaluation location). Prospective vendors can contact Ms. Rose Moreno, via email, at rose.moreno@lackland.af.mil to obtain a copy of the Statement of Work (SOW). Vendors must be able to comply with Sections 1, 2, 3, 4 and 5 of the SOW. Section 9 of the SOW contains definitions which may be helpful to potential vendors. The following is a brief synopsis of dog candidate qualifications that must be met. Prospective vendors are cautioned to read the SOW in its entirety: a. German Shepherd, Belgian Malinois, and Dutch Shepherds will be evaluated for the potential dual purpose candidates. Retrievers (Labrador, Golden, Viszla, or Chesapeake Bay) will be evaluated for the potential single purpose candidates. Non-aggressive and social German Shepherds, Belgian Malinois and Dutch Shepherds may also be evaluated if they meet single purpose candidate criteria b. Dogs must be 12, but not more than 36 months of age at time of evaluation. c. Dogs must be height to weight proportional. d. Medical evaluation will include a complete physical examination, collection of blood, urine and fecal samples for routine testing, and anesthesia and radiographs of the hips and elbows. Skin must be healthy, displaying no evidence of chronic dermatitis, allergies, infections, injuries or marked external parasites (e.g. mange, fleas, ticks). e. The potential detector dog will display excellent retrieve and hunt drive for a ball or kong. Before a dog is accepted for procurement and evaluation will be conducted for up to 10 working days in order to determine if the ball or kong will control the dog?s behavior. f. The potential patrol dog will be assessed on the dog?s drive to fight for self or handler when faced with a threat. A dog must demonstrate a semi-full to full hard bite. A gunfire test will be given to the dog to distinguish dogs that are fearful, nervous or over-aggressive of gunfire. This survey is to determine the capability of potential sources and the availability of commercial sources and services pursuant to FAR Part 10. This notice is for informational purposes only and does not constitute an Invitation for Bid nor Request for Proposal, and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Responses should contain Company Name, Address, Point of Contact, Cage Code, Phone Number, FAX Number, Size of Business pursuant to NAICS code 812910 (size standard $6,000,000), a brief resume of performance of similar services of the magnitude described above (include contact and phone number of projects listed), a statement as to whether your company is domestic or foreign owned, and a proposed price list of cost per dog breed. Responses must be received no later than 5 Jan 05. Prospective vendors are cautioned that if you cannot provide a minimum of 75 dogs at an evaluation, please do not respond to this notice. The potential exists for multiple awards to be made or blanket purchase agreements (BPAs) established from this Sources Sought Synopsis. In the event a prospective vendor is selected for an award or establishment of a BPA, the selected vendor must be registered in the Central Contractor Registration at www.ccr.gov.
