Description
The National Park Service (NPS), National Capital Region (NCR), is seeking an architectural/engineering (A/E) firm experienced in historic preservation projects to provide A/E services under an indefinite delivery indefinite quantity (IDIQ) contract for research, preservation, restoration, stabilization and rehabilitation projects involving historic buildings, structures and sites. Anticipated work includes: Title I Services to conduct research, surveys and investigations of existing conditions and to prepare historic resource studies, historic structures and cultural landscape reports, condition assessments and conservation and treatment recommendations, preliminary designs and preliminary cost estimates; Title II Services to prepare construction documents and cost estimates; and Title III Services to provide construction supervision services such as submittal review and site inspections. The projects will be located in Washington, D.C., Virginia, Maryland and West Virginia. However, other NPS Contracting Offices are permitted to issue orders under each awarded contract. Projects will include producing all or parts of: historic resource studies, historic structures reports and historic structures preservation guides; condition assessments and conservation and treatment recommendations for statues, monuments and memorials and architectural materials; cultural landscape reports and historic landscape preservation maintenance manuals; designing stabilization projects for rustic and vernacular structures ranging from 600 square feet to 5,000 square feet in size; preservation, stabilization, and rehabilitation projects for museums located in historic homes and buildings ranging from 1,000 square feet to 10,000 square feet in size; designing restoration, rehabilitation and adaptive use projects for structures ranging from 600 square feet to 4,000 square feet in size; designing rehabilitation and stabilization of canal structures such as locks, aqueducts, and prisms; and conducting existing condition documentation on structures from 600 square feet to 4,000 square feet such that the documentation produced meets the standards of the Historic American Buildings Survey/Historic American Engineering Record (HABS/HAER). Projects require direct knowledge of, and experience complying with, Director's Order-28, Cultural Resources Management; 36 CFR, Part 68, the Secretary of the Interior's Standards for the Treatment of Historic Properties, NPS-28, Cultural Resource Management Guideline, and Director's Order 28A, Archeology and 36 CFR, Part 67.7, Secretary of the Interior's Standards for Rehabilitation; and comprehensive knowledge of and direct experience with historic preservation philosophy in the United States, as expressed in the above documents. The Government may elect to award more than one contract from this announcement. IDIQ contracts are contemplated covering a base period from contract award through September 30, 2005, with four additional one-year option periods. Each awardee shall be provided a fair opportunity to be considered for task orders issued. The Government will use such factors as experience, past performance, quality of deliverables, timeliness, or other factors that the Contracting Officer, in the exercise of sound business judgment, believes are relevant to the placement of orders. Work will be ordered by issuance of firm-fixed price or not-to-exceed type task orders. The maximum ordering limitation per contract awarded will be $2,500,000.00 for the life of the contract. The guaranteed minimum per contract awarded for the life of the contract, which includes the base period and all options exercised, is $10,000.00. This is not a request for proposals. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit a Letter of Interest and a SF 330 Part II, General Qualifications and a SF 330 Part I, Contract Specific Qualifications, by 4 p.m. on January 11, 2005. All SF 330 information will be provided by both the prime and all subcontractors to be considered for selection. Firms having a current SF 330 Part 2 on file with this office must respond with a Letter of Interest and a completed SF 330 Part 1 by the closing date. SF 330 Part 1 and 2 must be prepared and submitted for the prime and all subcontract consultants. Prepare one combined SF330 Part 1 for the Evaluation Panel. Clearly, specifically, and concisely address the evaluation criteria when completing the forms. Any information submitted in addition to a Letter of Interest and SF 330 will be disregarded. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to evaluation criteria listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen to hold discussions. Selection of firms for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. The Government reserves the right to award contracts based on the selection board's final selection list, in order of preference, to the firms considered most highly qualified to perform the work Specific evaluation criteria, in descending order of importance, are as follows: a. Specialized and extensive experience and technical competence of the prime contractor and any consultants in the types of historic preservation projects anticipated. b. Professional qualifications and experience of proposed key personnel to be assigned to the project. The prime contractor will be required to have an historical architect experienced and trained in historic preservation on permanent staff and assigned to this contract. The prime contractor will also be required to have assigned to pertinent historic preservation projects an historic engineer and historic landscape architect on permanent staff of the prime contractor or a consultant who is experienced and trained in historic preservation. The professional disciplines that may be required include: engineering (structural, electrical, mechanical, and civil), architectural and engineering history, historic landscape architecture, architectural conservation, structural canal engineering, archeology and hazardous materials. c. Past performance on similar historic preservation projects for Government agencies and private industry with respect to such factors as quality of work, control of costs, ability to meet schedules, ability to develop creative and sensitive solutions to unique historic preservation problems. References may be contacted. d. Capacity to accomplish the work, including any specialized services, within tight time limitations. e. Geographic proximity to the National Capital Regional Office in Washington, D.C. of fully-staffed professional offices and familiarity with local history and construction, historical construction methods, environmental and historical regulation, and local review processes. . This procurement is in accordance with Federal Acquisition Regulation (FAR) Part No. 36, Construction and Architect-Engineer Contracts and in accordance with the Small Business Competitiveness Demonstration Program, FAR Subpart No. 19.10. This procurement is open to all sized businesses. Small business concerns, small disadvantaged business concerns and women-owned small business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses. In accordance with Public Law 97-507, the A/E firm will be required to provide the maximum practicable opportunities for small, small disadvantaged and women-owned businesses. The selected firm, if a large business, must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are: a minimum of 15 percent of the contractor's intended subcontract amount be placed with small business (SB), 5 percent shall be placed with women-owned businesses (WO), and 5 percent be placed with small disadvantaged businesses (SD). The subcontracting plan is not required with this submittal in response to this announcement. However, contract award is contingent upon negotiation of an acceptable subcontracting plan. Offerors are requested to submit one original of their submittal. Other marketing information such as booklets, pamphlets and brochures are not desired. The North American Industry Classification System (NAICS) code for this procurement is 541310, Architectural Services, with a small business size of $4 million of annual average gross revenues of the total concern for the last 3 fiscal years.
