Description
COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603, as supplemented with additional information included in this Notice. This Notice constitutes the only solicitation; persons may identify their interest and capability to respond to the requirement. (ii) This Solicitation HQ0095-05-T-0025 is a Request for Quote (RFQ) for (2) Non-Linear Junction Detectors in accordance with the Government?s requirement. (iii) This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-24, effective June 18, 2004. (iv) The negotiation authority for this requirement is 10 USC 2304 ? (1). The Government intends to negotiate and award on a sole source basis to Van Cleeve and Associates. The associated NAICS code is 561621 and the size standard is $10.5 million. (v) This is a name brand requirement for (2) ProLocators, Model Number: PRO-HD/XP, Non-Linear Junction Detectors (NLJD) with the following specifications: The NLJDs shall include 2-watt transmitter output power with receiver sensitivity detection to ? 130 dBm with AM and FM detection modes. The unit Weight shall be less than five pounds. The NLJDs shall operate under DC power with Nickel Metal Hydride batteries with a battery status indicator with operation use of approximately four hours. The battery charger shall have 110 ? 220 volt capabilities. The NLJDs systems shall be provided with protected braid coverings for all connections and possess lightweight, compact headphones weighing approximately 10 ounces. The NLJDs shall indicate the type of target by comparing the second and third harmonic signal strengths. TRUE (Red) and FALSE (Green). The NLJDs shall indicate the level of the transmitter output power. The NLJDs shall allow selection of output of the false and true targets to the speaker or headphones for interrogation purposes. The NLJDs shall include a hard custom carrying cases with protective foam inserts for each system. (vi) The requirement shall be FFP. (vii) Delivery: As soon as possible, but no later than February 10, 2005, FOB Destination. Ship to: Pentagon Force Protection Agency, ATTN: Dave Mayberry, 9000 Defense Pentagon, Room 2E139, Washington DC 20301-9000. Notification Must be 48 hours in advance. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors--Commercial items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) FAR 52.212-2, Evaluation- Commercial Items. Award shall be based on the best value to the Government, considering price and other non-price factors (ability to meet solicitation requirements). (x) Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. (xi) The following provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, and 52.232-33. In addition, the following DFAR clauses apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. DFARS 252.204-7004 Alternate A (Nov 2003). (xiii) None. (xiv) There is no Defense Priorities and Allocations System (DPAS) assigned rating. (xv) See Numbered Note 22.
