Description
It is the intent of the National Library of Medicine (NLM) to procure expert Collexis support from EO Productions, Bethesda, Maryland on a sole source basis. The overall objective of this procurement is procure expert Collexis support for implementing and maintaining the Collexis software at eRA as it relates to the Knowledge Management for Disease Coding (KMDC) project. The following task are to be completed: (1) Status Report - The Contractor shall provide a weekly written status reports via e-mail to the government Task Order Manager including current progress and accomplishments for the week. (2) Support of the Collexis Technology - The Contractor shall perform all aspects required to support the Knowledge Management for Disease Coding (KMDC) project at eRA, including the following: (A) Assistance with the incorporation of the Collexis technology into the eRA Architecture including the J2EE infrastructure. (B) Assistance with the creation, verification, modification, and maintenance of fingerprints both project (individual) fingerprints and category (aggregate) fingerprints. (C) Assistance with installation, management, and maintenance of pertinent Thesauri. (D) Assistance with installation, management, and maintenance of source documents including but not limited to Grants, Contracts, and Intramural projects. (E) Assistance with Disease Coding algorithms.(F) Provide Collexis expertise to assist eRA in mitigating and addressing product issues as quickly as possible. (G) Provide Collexis technology support to the Architecture, Operations, Development, Integration, and Test/QA branches of eRA. (H) Provide assistance in proposing solutions to increase availability and scalability of the KMDC application at the NIH. (I) Provide guidance on Collexis best practices for system and application integration. (J) Provide strategic guidance to eRA on new upcoming Collexis technologies. (K) Provide guidance and assistance on KMDC roll-out strategy at the NIH. (L) Provide Collexis training/education to NIH staff including but not limited to the Architecture, Operations, Development, Integration, and Test/QA branches of eRA, NIH Management, and the NIH KMDC User Community. (M) Attend and participate in meetings and seminars related to the KMDC project. Meetings could be both scheduled and/or ad-hoc. The period of performance shall be for a period of one year with two (2) one-year option periods. Evaluation Criteria: General quality measures, as set forth below, will be applied to each work product received from the Contractor under this SOW. (1) Accuracy Work products shall be accurate in presentation, technical content, and adherence to accepted elements of style. (2) Clarity Work products shall be clear and concise. Any/All diagrams shall be easy to understand and be relevant to the supporting narrative. (3) Consistency to Requirements All work products must satisfy the requirements of this SOW. (4) File Editing All text and diagrammatic files shall be editable by the Government. (5) Format - Work products shall be submitted in hard copy (where applicable) and in media mutually agreed upon prior to submission. Hard copy formats shall follow any specified directives or manuals. (6) Timeliness Work products shall be submitted on or before the due dates specified in this SOW or submitted in accordance with a later scheduled date determined by the Task Order Manager. Collexis is a new technology being introduced at eRA and it is critical that eRA have support for this emerging, yet highly sophisticated technology. The Collexis software is very specialized and complex, therefore, it can only be supported by the technical and scientific experts at Collexis. One of the first initiatives at NIH to utilize the Collexis technology is the Knowledge Management for Disease Coding (KMDC) project. This highly ambitious initiative is being headed by the NIH Director's office with the technical development being done at eRA. It is crucial that eRA have the expertise and support of Collexis to successfully complete this initiative including Collexis expertise with Thesauri, indexing, concept weighting, algorithms, etc... Collexis is the only vendor who can provide this type and level of support for their product. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisition of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
