- It is the intent of the National Library of Medicine (NLM) to procure services from North Carolina Association for Biomedical Research. The Office of Scientific Affairs (OSA), OER, NIH is responsible for advancing the public's understanding of the use of animals in NIH-supported research and the pursuit of alternatives. OSA manages non-regulatory issues and correspondence related to the use of animals in research and oversees several educational endeavors. One such education endeavor is the Living Proof Project. There is a particular need for educational materials for senior citizens to improve seniors' understanding of biomedical science and the research process and to generate interest in NIH's pursuit of exciting science for the public benefit. Living Proof recognizes the importance of senior citizens and the unique perspectives that they have on research benefits through history. This contract is for technical support in the administration and delivery of the Living Proof Project. The Living Proof Project is a national educational program, for senior citizens, which showcases the benefits of NIH-supported biomedical research and medical advances. The educational materials developed, as a part of the program will note, when appropriate, the use of animals in model systems for research leading to the characterization of and/or treatment of disease and or disability. The contractor will develop materials for national, regional and local audiences and disseminate those materials to senior citizens through a variety of media. With respect to the Living Proof Project the successful bidder will be responsible for:(1)Selecting personal stories submitted to the Living Proof Project during the Phase 1 initiative and linking them to past or on-going NIH-supported research.(2)Continue to recruit additional personal stories of the health benefits enjoyed through the advances of medicine realized because of biomedical research.(3)Personal stories and information on past or present NIH-supported research will be use to develop educational materials for senior citizens.(4)Where appropriate, the connection to the use of animals, as model systems for the characterization or treatment of disease, will be incorporated into the educational materials.(5) Selecting and testing various out-reach/educational media, targeted at senior citizens.(6)Making arrangements for and hosting Living Proof Advisory Council meeting.(7)Working with the Living Proof Advisory Council to implement, where appropriate, recommendations or strategies proposed by the Council. Evaluation Criteria A. Personnel (40 points) 1. The offeror must have demonstrated experience with development and dissemination of educational materials, which discuss the use of animals in model systems for research leading to the characterization of and/or treatment of disease or disability. 2. The offeror must have demonstrated ability, through experience, to work cooperatively with Advisory Councils/Boards. 3. The offeror must have demonstrated ability, through experience, in developing materials for national, regional and local target populations. B. Technical Approach (40 points) The contractor must present a plan for the development of personal stories into interesting educational materials that showcase the benefits of NIH-supported research and the placement of those materials in various the media. C. Organizational Experience (10 points) Extent of ability to obtain personal stories, create and disseminate interesting educational materials. D. Facilities (10 points) The offeror must have suitable workspace and typical office functionality (e-mail connectivity, phone and fax lines, etc.) to develop educational materials, communicate with NIH, the Living Proof Advisory Council, scientific community and media. Past Performance Factor:The offeror's past performance will be evaluated after determination of the competitive range, and will be based on information obtained from references provided by the offeror, as well as other relevant past performance information obtained from other sources known to the Government. The period of performance shall be for a period of one year . Contractor may be located anywhere in the United States. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisition of Non-Commercial Items. This is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsive sources may submit a capabilities statement in a timely manner that will be considered by the Government. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
