General Information Document Type: Presolicitation Notice Solicitation Number: FBGS-DM-050001-B Posted Date: Dec 13, 2004 Original Response Date: N/A Current Response Date: N/A Original Archive Date: Current Archive Date: Classification Code: V -- Transportation, Travel, & Relocation Services Contracting Office Address General Services Administration, Federal Supply Service (FSS), Contracting Division/Office of Transportation and Property Management (FBG), 1901 South Bell Street, Crystal Mall #4, Arlington, VA, 22202 Description This procurement is for scheduled certificated U.S. airlines to provide air passenger transportation services, Government-wide, for approximately 5,000 domestic/international city pairs. The performance period for the requirements contracts will be for one year beginning OCT 1, 2005, with one 2-month and one 1-month option periods. The contracts are for the movement of passengers and are used by Federal Agencies and various other authorized users of the City Pair Program. Air carriers who are not currently approved by the Department of Defense (DoD) must, prior to award, have appropriate Federal Aviation Administration certification, adequate insurance, and be approved by DoD based on successful completion of a technical safety evaluation including an on-site survey (audit) by DoD. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program. For information regarding the CRAF program, call the Office of the Assistant for Civil Air at (618) 229-1751. All responsible sources will be considered. A Pre-solicitation Conference will be held on February 17, 2005. A notice will be posted on the FEDBIZOPPS web site for any changes regarding the conference; RSVP to Onthego@gsa.gov and include "CPP Presolicitation Meeting" in the subject line. A draft solicitation will be issued on or about January 13, 2005. The final solicitation will be issued on or about February 24, 2005. The DRAFT AND FINAL SOLICITATIONS WILL BE AVAILABLE ONLY ON THE INTERNET AT FEDBIZOPPS.GOV. This procurement is not set aside for small business; however, all qualified small businesses are encouraged to submit offers. The NAICS for this procurement is 481111 and the size standard to be considered a small business is 1500 employees or less.
