Description
The Naval Facilities Contracting Office, Washington DC, at 1314 Harwood Street Box 41, Washington Navy Yard D.C. 20374-5018, has a requirement to purchase the professional services of a technical expert/witness, for 330 hours each year for five years, pertaining to Cost of Capital in support of the Utilities Rates and Studies Office. The service will pertain to the Utility Rates and Studies Office in the ratemaking process before various federal, state, or local authorities. Due to substantial changes in the utilities industries, the regulatory environment, and actions within the Department of Defense (DOD), many new issues such as deregulation, unbundling of cost of capital, asset securitization, rate freeze, post rate freeze, privatization and other similar issues may also be involved and require support under the resultant contract. The contract will be awarded on a Firm Fixed-Price basis, with work order by the issuance of delivery orders. The term of the contract will be one (1) year with four (4) one-year options. The government reserves the right to exercise options early based on work requirements. This acquisition is “unrestricted” thus a business firm of any size may submit a proposal for consideration. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation and is determined to be the Best Value to the Government, technical, price, and other factors considered. Evaluation of the following factors will form the basis for award: Technical, Past Performance Information (PPI), Price, and Subcontracting must be addressed. It is anticipated that the solicitation will be issued about the week of January 3, 2005. Closing is expected to be the week of February 7, 2005.
