- The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon respon ses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government intends to negotiate with only one so urce, Motion Capture Technologies, Valdese, North Carolina, for upgrade of existing high-speed video system at Engineering Design and Research Center (ERDC), Vicksburg, Mississippi. Delivery will be FOB Destination, Vicksburg, Mississippi. To order solicitation, firms must register on the EBS website. No other registration will be accepted. Email address is Phyllis.L.Buerstatte@usac e.army.mil Equipment needed shall consist of: two monochrome digital high speed video cameras, analysis software, one desktop PC system, one heavy duty cart, one 50mm F/1.2 F-mount lens with corresponding close up lens kit, one 35mm F/1.4 F-mount lens with correspond ing close up lens kit, one 25mm F/.95 C-mount lens with corresponding close up lens kit, one 17mm F/.95 C-mount lens, one 85mm F/1.4 F-mount lens, one tripod, two 250watt lights with corresponding barn doors and stands, one contact closure trigger, two 30 trigger extension cables, and one case to house cameras and accessories. Additional software would allow analysis of video to occur at the same time as video acquisition. The additional equipment must be compatible with the existing Motion Capture Techn ologies equipment and software onsite at ERDC. Each camera shall include head with two position camera gain switch, PCI board, and commercially available cable between camera head and PCI board (PanelLink or similar). Systems should be compatible with existing Photron 1280 camera systems. Each camera shall be capable of capturing images at up to 500 frames per second (fps) at 1280 x 1024 for 6 seconds, 1000 fps at 1280 x 512 for 6 seconds, 16,000 fps at 160 x 32 for 24 seconds, and be capable of electronic shutter speeds less than 8 microseconds. Cam era head must be no larger than 3.4 inch W x 3.4 inch H x 2.2 inch D and must not exceed 1.2 lbs. Software shall have the ability to control the two existing Photron cameras, plus the new cameras, and display all four cameras simultaneously on the computer screen. Images can be saved, with user selectable compression types and ratios, where applicable , in the following image formats: AVI, JPEG, TIFF, BMP, or Raw. Shall have the ability to track at least 32 well defined points manually and 8 points automatically. Calibration for distance, angle, and origin shall be simply entered under this software. All tracked (and calibrated) points shall be exported to Excel (supplied) or the customers preferred spreadsheet via a single mouse click. Desktop PC system should have the following characteristics: 2.08GHz 333MHz/1 MB Cache Socket A AMD Athlon XP 3200+ Processor w/512 MB SDRAM, (2) 80 GB Hard Drives, 17 inch Flat Panel Monitor, 256MB Graphics Card, Internal DVD+RW Drive, Network Interface, IEEE-1394 Interface, USB Interface, 7 available PCI slots, Keyboard, Optical Mouse, Microsoft Excel, and Windows XP. Heavy duty cart shall house the specified Desktop PC system. Cart shall include one articulating arm that has the ability to mount a 17 inch monitor, and one tray to house tripod, lights, and lenses.
