- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will NOT be issued W91QF5-05-T-0006 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 200 1-23. The NAICS code applicable to this acquisition is 541611. 1 ea Secretary/Administrative assistant for 528 hours. Performance Work Statement: C.1. Scope of work: The contractor shall provide all the labor, supervision and transportation and travel to perform temporary administrative support services as outlined herein to support the US Army Logistics Management College, ALMC, Building 12500, Fort Lee, VA. C2. Services: The contractor shall provide one temporary employee to perform a variety of cle rical and administrative support services. Services required, but not limited to, the following as tasked by the Contracting Officers Representative, COR. A. Serves as administrative support assistant to the Commandant and/or Assistant Commandant. B. Re ceives and reviews all incoming mail, visitors, reports, documents prepared by schools, directorates and outside organizations for grammatical and format correctness prior to releasing to Commandant and/or Assistant Commandant for signature. C. Coordinate s or determines coordination required and monitors suspenses. D. Provides a broad range of administrative and support duties. Prior secretarial/administrative assistant experience is required for this position. E. Utilizes MS outlook electronic mail and electronic calendaring systems as well as MS word to prepare reports and briefings, all forms of correspondence, messages, statistical reports, etc, in draft and final version. F. Uses the Internet and other web-based technologies to perform information searches, research and analysis, and general fact finding. G. Receives all visitors and telephone calls to the Commandant and/or Assistant Commandant, determines nature of call and directs caller as appropriate. H. Reviews correspondence and documents pr epared for signature or requiring coordination within the Command Group for grammar, format, and special policies of the office. I. Maintains or creates briefing slides using Power Point software. J. Using the Army Defense Travel System, DTS, makes or coor dinates all travel arrangements to include scheduling, itinerary details, reservations transportation and hotel reservations, notifying organizations and officials to be visited, preparation of travel orders and pre- and post-trip reports, read ahead packe ts and other correspondence. K. Schedules the auditoriums and conference rooms. L. Responsible for office supplies. M. Responsible for tracing and completion of suspenses. Ensures appropriate coordination for responses within and outside of the office an d follow-up on all electronic mail. N. Assembles materials for Commandant and/or Assistant Commandant prior to attendance at meetings or field trips. O. Attends staff meetings or other local meetings to take notes or is briefed on meetings immediately foll owing in order to know what commitments were made and what developments have occurred in matters of concert to the Command Group. P. Composes detailed or summary accounts of conferences. Q. Uses copier, scanner, and fax machines. R. Maintains files and va rious records of personal and official nature such as diaries of events, appointment calendars. S. Answers telephone, forwards call or takes messages. T. Professional business attire is required for this position. C.2.1 Facility and Supplies. The governm ent will provide to the contractor all supplies needed to perform the services under this performance work statement. The contractor will perform all services at ALMC by tasking from the COR. C3. Personnel Qualifications. The contractor employee shall have, at a minimum, a High School Diploma. An experienced secretary level IV employee is required. Prior experience utilizing US Army Correspondence Manual (civil ian or military) is desired. C3.1. Skills and Knowledge: The contractor employee performing work must have in-depth knowledge of administrative functions of an office, personnel, both military and civilian from the lowest grade to general officer, SES lev el, must possess people skills, must be able to work in super charged multitasking environment with multiple phone lines and customer service requirements simultaneously. Must be able to operate personal computer with Microsoft software, word suite, Power Point, Excel, calendar scheduling, etc. C.3.2 Working Conditions. Work is performed inside an office environment. C.4: Period of Performance will be 3 January 2005 to April 30, 2005. C.5. Work Schedule and Hours. The contractor shall perform services M onday through Friday for 0800 to 1700 hours with 1 hour for lunch. Lunch breaks may be taken between the hours of 1130 to 1300 hours and must be coordinated with the supervisor. Any work outside of the work schedule, weekend and overtime shall be approve d in advance by the supervisor and COR. C.6. Employee Identification: the contractor employee must wear a contractor identification badge at all times while performing work under this contract. The badge, as a minimum, must possess the contractor name, e mployee name and employee picture. The contractor employee must identify themselves as contractor employees while performing work for ALMC. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this requisition. Offerors are reques ted to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; addenda to the clause are not i ncluded.
