Description
Change Solicitation Number to GS-07P-05-UDC-7001. This solicitation is being offered to all qualified, responsive, concerns and offerors using a two tier CASCADING ORDER OF PREFERENCE. Each tier will be evaluated using the procedures outlined herein. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. FIRST TIER, it the intent of the Government to award one contract on a competitive basis to a Section 8A business concern in accordance with FAR 19.8, provided that adequate is received and award can be made at a fair market price. FIRST TIER, the competitive is limited to 8A firms in the State of Oklahoma. LAST TIER, if circumstances do not permit an 8A award, the responsive offerors from the first tier will be included in the evaluation of the last tier. The Government intends to award a contract on a competitive basis to an eligible HubZone business concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive offerors form qualified, responsive, responsible business concerns at the tier under consideration. It is anticipated that the Government will award to either a 8A firm in the First Tier, and/or a HubZone firm in the Last Tier. Solicitations will be mailed by the GSA Contracting Office in Fort Worth, Texas on approximately December 16, 2004. Offerors are due approximately January 14, 2005. Solicitations will be mailed out to known 8A in Oklahoma and HubZone offerors who have filfulled the requirements for receipt of the solicitation. These requirements are listed in the modification of previous notice which was issued on October 06, 2004.
