- 1. THERE IS NO SOLICITATION AT THIS TIME. THIS IS NOT A REQUEST FOR PROPOSALS (RFP) Any inquiries about or requests for solicitation will not receive a response. This synopsis is for information and planning purposes only. It does not, in its issuance, restrict the Government as to its ultimate acquisition approach. AFSVA requests information on 401(k) plan administrative and investment services. 2. SCOPE/DESCRIPTION. The United States Air Force sponsors the Nonappropriated Fund Employees’ 401(k) Savings Plan (Plan). The Plan is managed and administered by HQ AFSVA located in San Antonio, Texas. The Plan has approximately 7,000 active participants located at about 90 locations worldwide. The value of the Plan’s trust fund assets is approximately $75 million and continued growth is anticipated. HQ AFSVA intends to outsource certain administrative, recordkeeping, and investment/ management requirements associated with the Plan. Use of the term “Contractor” means a firm providing administrative and investment management services under the terms of any potential future contract. Prospective Contractors should include all information regarding implementation and sustainment services. HQ AFSVA reserves the right to request product demonstrations from any potential Contractor.3. HQ AFSVA Mission 3. HQ AFSVA MISSION. The HQ AFSVA mission is to help field commanders increase combat capability and improve programs promoting readiness, esprit de corps, and quality of life for Air Force personnel and their dependants. This mission is accomplished through excellence in core competencies, focused innovation, and systematic delivery of products and services to meet the Air Force’s changing needs. HQ AFSVA offers a full range of military and community support programs at most major AF installations. HQ AFSVA is a globally distributed major business operation that can be compared to a Fortune 500 commercial company: $1.2 billion revenue yearly, $5.2 million in cash moved daily through the banking system, Ranked 87th in size among food businesses for dining operations, Top 25 in the hospitality industry for lodging operations, Provides services to 166,000 family members (50,000 in child development centers, 70,000 in youth programs, and 46,000 in community centers), Employs over 25,000 personnel worldwide. GENERAL OBJECTIVE. To obtain information regarding 401(k) administrative and investment services available in the marketplace. Estimated costs should be provided for administrative services on an annual cost per participant basis. Responsibility for administration of any contract for these services will be primarily the responsibility of the Plan Administrator. COPY/RESPONSES/DUE DATE. Any information provided will be at no cost to the Government. This is a nonappropriated fund entity and it does not appropriate funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. Federal tax dollars are not involved.
