Description

This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCG81-05-Q-YT036, is issued as an unrestricted request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. Federal Acquisition Regulation (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. Contract Line Item Number 1 (CLIN 1) ? Lodging, 44 Double-Occupancy Rooms, for 41 days, from January 30, 2005 (check-in day) through March 11, 2005 (checkout day), Contract Line Item 2 (CLIN 2) ? Lodging, 12 Single-Occupancy Rooms, for 41 days, from January 30, 2005 (check-in day) through March 11, 2005, Contract Line Item 3 (CLIN 3) ? One (01) Conference Room, for 41 days, from January 30, 2005 through March 11, 2005, from 7:30 a.m. until 4:30 p.m., daily. The conference room shall accommodate 120 persons, with class-room setup, 4 ft X 8 ft conference tables, and equipped with a projection screen, a podium, and a microphone. One location for all contract line items (1) thru (3) is preferred. Contract Line Item Number 4 (CLIN 4) ? Lodging, 35 Double-Occupancy Rooms, for 47 days, from March 28, 2005 (check-in day) through May 13, 2005 (checkout day), Contract Line Item 5 (CLIN 5) ? Lodging, 10 Single-Occupancy Rooms, for 41 days, from March 28, 2005 (check-in day) through May 13, 2005, Contract Line Item 6 (CLIN 6) ? One (01) Conference Room, for 47 days, from March 28, 2005 through May 13, 2005, from 7:30 a.m. until 4:30 p.m., daily. The conference room shall accommodate 100 persons, with class-room setup, 4 ft X 8 ft conference tables, and equipped with a projection screen, a podium, and a microphone. All lodging rooms shall be furnished with linens, housekeeping, local telephone, cable T.V. services, and parking. The geographic location for consideration for all contract line items (1) thru (6) is limited to facilities located within one (01) mile from the U S Coast Guard Atlantic Area Office (LANTAREA) located at 431 Crawford St, Portsmouth, VA 23704. Proposals shall include the address and distance (mileage) of the lodging facility to LANTAREA, available amenities, check-in/out-times and cancellation policy before and during occupancy. The Government will award a contract resulting from this solicitation, to the responsible offeror whose offer conforms to this solicitation and is the most advantageous to the Government, price, past performance, quality and other factors considered. OFFERS will only be considered from Offerors who ARE COMPLIANT WITH THE HOTEL AND MOTEL FIRE SAFETY ACT OF 1990. OFFEROR SHALL INCLUDE THE LODGING FACILITY FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) NUMBER, WHICH IS REGISTERED WITH THE U. S. FIRE ADMINISTRATION. All offers will be evaluated in accordance with simplified acquisition procedures, FAR Subpart 13.106. The provisions at 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000), 52.212-4, Contract Terms and Conditions- Commercial Items (March 2001) and 52.215-5, Facsimile Proposals (Oct 1997), apply to this solicitation. The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items (May 2001), must be completed and submitted with the RFQ. PLEASE READ, COMPLETE AND PROVIDE ALL INFORMATION IN THIS SOLICITATION AND PROVISIONS OF ALL CITED FAR CLAUSES. Quotes are due no later than December 30, 2004, 12:00 noon EST, at Commander, U. S.
