Description
This Statement of Work (SOW) is based upon the statutory authority found in Title XI of the Social Security Act, Part B (hereinafter referred to as the Act), as amended by the Peer Review Improvement Act of 1982. This legislation established the Utilization and Quality Control Peer Review Organization Program, now known as the Quality Improvement Organization (QIO) Program. Based on legislative language and the experience of the Centers for Medicare & Medicaid Services (CMS) in administering the Program, CMS has identified the following requirements of the QIO Program: 1. Improve quality of care for beneficiaries; 2. Protect the integrity of the Medicare Trust Fund by ensuring that Medicare only pays for services and items that are reasonable and medically necessary and that are provided in the most appropriate (e.g., economical) setting; and 3. Protect beneficiaries by expeditiously addressing individual cases such as beneficiary complaints, provider-issued notices of non-coverage (HINNs, NODMARs, and Medicare Advantage appeals), EMTALA violations (dumping), and other statutory responsibilities. The statutory mission of the Program, as set forth in Section 1862(g) of the Act, is to improve the effectiveness, efficiency, economy, and quality of services delivered to Medicare beneficiaries.
