- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Offers will be accepted and awards may be made for less than the full estimated number of rooms. 2. Request for Proposal Number W911S1-05-R-0004. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-25. 4. This procurement is being solicited unrestricted under NAICs code 721110 with a size standard of $6.0M. 5. Bid Schedule: 5a. Line Item 0001, Base Period - Lodging for seventy (70) soldiers for the time period 20 December 2004 through 31 March 2005. (70 rooms X 102 nights = 7,140). All quantities are estimated. Line Item 0002, Option One - Lodging for seventy (70) soldiers for the time period 1 April 2005 through 31 July 2005. (70 rooms X 122 nights = 8,540). All quantities are estimated. U/I Unit Price Total Price 8,540 EA $____________ $__________________ Specify how many rooms can be guaranteed: ________ 5c. Line Item 0003, Option Two - Lodging for seventy (70) soldiers for the time period 1 August 2005 through 30 November 2005. (70 rooms X 122 nights = 8,540). All quantities are estimated. U/I Unit Price Total Price 8,540 EA $____________ $__________________ Specify how many rooms can be guaranteed: ________ 6. This solicitation is restricted to contractors within a thirty (30) mile radius of Fort Dix, NJ. Contractor must be flexible with the arrival and departing of soldiers. Occasionally soldiers will have to check out of hotel for a period of seven days to 30 days. All personnel will pay for Internet access and laundry service unless offered complimentary by the hotel. Individual soldiers will not be authorized to change rooms. The quality assurance representative in writing to the hotel management will c oordinate all room changes. Payment shall be made only on rooms actually utilized. A list of all personnel authorized lodging shall be provided to the successful contractor. 7. The following FAR, DFARS and local Fort Dix provisions apply to this solicitation. For more information where these can be obtained, email at gregory.fiorillo@dix.army.mil : 7a. FAR Provision 52.212-1, Instructions to Bidders Commercial , applies to this RFP including Addendum 1 which states the following: Paragraphs (D) and (I) are hereby deleted from the above referenced provisions. 7b. FAR Provision 52.212-2, Evaluation Commercial Items, applies to this RFP. Paragraph (a) shall read, The Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will b e most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical Capability (accomodations offered such as a physical fitness center located on premesis, rooms with full or partial kitchens (stove, refrigerator, microwave or dishwasher), or access to a kitchen, a dedicated work area, high speed internet cap ability, living room, onsite laundry service (washers and dryers), dry cleaning service 2. Price Technical capability (accomodations) are slightly more important than price. 7c. All offerors must complete and include a copy of FAR Provision 52.212-3, Bidder Representations and Certifications Commercial Items , with the offer. 7c. DFARS 252.212-7000, Offeror Representations and Certifications Commercial Items - All bidders must complete and include a copy of this provision with t he bid. 7d. Fort Dix Provision 52.002-4011, Acceptance of Government Credit Card . 7e. FAR Provision 52.215-1, Instructions to Offeror Competitive Acquisition , applies to this RFP. 7f. FAR Provision 52.215-5, Fascimile Proposals , applies to this RFP and paragraph (c ) shall read, The telephone number of receiving facsimile equipment is: (609) 562-6933. 7g. FAR Provision 52.217-5, Evaluation of Options . 8. The following Fort Dix, FAR and DFARS clauses apply to this solicitation and will be included on any resultant contract: 8a. Fort Dix Clause 52.007-4001, Contract Administration Data . 8b. FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items , including addendum 1 which states the following: FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items , is modified as follows: Delete paragraphs (h) patent indemnity, (j) Risk of Loss, (n) Title, (o) Warranty and (p) Limitation of Liability. 8c. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items , applies to this IFB along with the following additional FAR clauses cited in the clause: 52.203-6, 52.219-8, 52.219-27, 52.222- 3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.232-36, 52.222-41, 52.222-42 and 52.222-44. 8d. FAR Clause 52.204-7, Central Contractor Registration . 8e. FAR Clause 52.217-8, Option to Extend Services which states The Government may require continued performance of any services within the limits and at the rates specified in contract. These rates may be adjusted only as a result of revisions to prev ailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed one-half of the base period. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance of the contract . 8f. FAR Clause 52.217-9, Option to Extend the Term of the Contract whch states (a) The Government may extend the term of this contract by written notice to the Contractor within the period of perfomance of the contract; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 5 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 13 months. 8e. Due to restricted access to Fort Dix, contractors that will be handcarrying their offer are required to submit to the Contracting Officer a list of personnel planning to deliver the package and/or attend the bid opening at least 24 hours prior to bid opening. Contractors must also furnis h the approximate time of arrival and the gate they will utilize. Contractors are cautioned that there may be delays at the gates and should allow adequate time for entering the installation to ensure packages are received prior to the time and date for r eceipt of offer. Failure for packages to be received timely may be cause for rejection of the entire offer . All individuals must have a picture ID and no substitutions are authorized.
