- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR PURPOSES OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The Southern Region Contracting Center-East, Fort McP herson, Georgia is conducting market research to determine the extent of small business sources capable of performing as prime contractors for a multifunctional requirement to provide Installation Support Services at Fort Gordon, GA in fifteen different fu nctional task areas: 1. Mobilization Related Missions, Deployment and Contingency Planning Services; 2. Resource Management; 3. Engineer Work Order Reception and Tracking; 4. Environmental Effects; 5. U-Do-It Services; 6. Facilities Maintenance and Repair ; 7. Grounds and Surface Areas; 8. Pest Control; 9. Plant Operations of Water and Sewage, Heating and Cooling, Landfill and Exterior Electric; 10. Project Accomplishment; 11. Housing; 12. Transportation Services; 13. Transportation Motor Pool; 14. Installa tion Supply Services (includes Ammunition Supply Point (ASP) Operations, Furnishing Management Branch (FMB), Central Issue Facility (CIF), Warehousing, Hazardous Materials Collection Center (HMCC); and 15. Maintenance, Communications and Electronics (C-E), Vehicle, and General Support Repair Services. This requirement will cover a wide range of functions required to provide complete base operations support to installation customers while focusing on quality practices. Services shall be performed at the fo llowing locations: All major commands located at Fort Gordon, Fort Gordon Recreation Area at Thurmond Lake, satellite ROTC units located in many different high schools in Augusta, GA; Milledgeville, GA; Athens, GA; Evans, GA; Hephzibah, GA; Elberton, GA; Harlem, GA; Cherokee, NC; Greenwood, SC; and Barnwell, SC; all tenant activities located at Fort Gordon and US Army, Navy and Marine Reserve Centers located off the Fort Gordon Installation. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 561210; small business size standard is $30 Million. The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information submitted is volunta ry. Small Business Concerns submitting responses should indicate whether they are small, small disadvantaged, 8(a), HUBZone, or woman owned. All small business concerns are required to submit a written Capabilities Statement demonstrating ability to perf orm the following: 1. The capability to manage complex, multi-functional Government requirements similar in complexity to the above stated functional task areas covering a wide range of Directorate of Public Works or Directorate of Logistics (or combinati on thereof) activities. Small Business concerns shall identify the largest, most complex contracts performed over the last five years with a description of what each contract provided, dollar value of each contract, and a point of contact with a telephone number at the contracting activity for each contract. Small Business concerns shall indicate whether they served as prime contractor or subcontractor on the referenced contracts; 2. Gross annual receipts for the past three years; 3. Past Performance info rmation demonstrating RELEVANT past experience in any of the functional task areas referenced above; 4. Current successful teaming arrangements with other small businesses and/or large businesses. If Small Business concerns cannot perform all 15 functiona l task areas as the prime contractor, they must be capable of performing at least 50 percent of the total work if plans are to subcontract portions of work. Small Businesses shall identify which of the 15 functional task areas they will be performing as a prime contractor, as well as which areas they would be interested in performing as subcontractor. All interested business concerns are required to respond to this SOURCES SOUGHT announcement via email by December 27, 2004, 2:00 p.m. E D T. Responses shall not exceed 15 pages and must include company point of contact, email address, telephone number and fax number. The information provided in response to this SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement. If it is determined that responses received from Small Business concerns do not support capability to perform as a prime contractor in all 15 task areas a nd locations, the final acquisition strategy may provide for this requirement to be competed on an unrestricted basis using full and open competition. Large business concerns are not prohibited from responding to this announcement and are not required to submit capabilities statements.
