Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation ESQ050008 is issued as a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 01-25. All responsible sources may submit a quote which will be considered. NAICS Code for this solicitation is 441110; size standard of $24.5 million. This is set aside for small business. This will be a firm fixed-price contract for the Bureau of Land Management, Montana State Office, Yellowstone County, Billings, MT. Requests for Quotes will be accepted for the following Item: 2 Each, Hybrid Electric Sedans, subcompact, 4 passenger, 4 door, with extended warranty (5 year). Specifications will be according to the Federal Motor Vehicle Standards, Standard Item Number 8H which are attached as a word document. Also include a quote for Extended Warranty (5 years) PLACE OF DELIVERY AND ACCEPTANCE: Delivery will be FOB Destination to the Bureau of Land Management, 5001 Southgate Drive, Billings, MT 59101. Final acceptance will be made by the Government at the place of delivery. Contractor shall notify consignee at least 24 hours prior to delivery, to arrange for delivery and acceptance at destination. Delivery shall be made between the hours of 9:00 AM and 2:00 PM, Monday through Friday, holidays excluded. No partial deliveries will be accepted. Contractor shall submit invoice to BLM, Montana State Office, PO Box 36800, 5001 Southgate Drive, Billings, MT 59107-6800. The following provisions and clauses apply to this announcement: FAR clauses 52.212-1, Instruction to Offerors - Commercial Items; FAR 52-212-2 Evaluation - Commercial Items; FAR 52-212-3, Offer Representations and Certifications - Commercial Items; FAR 52-212-4, Contract Terms and Conditions - Commercial Items; FAR 52-212-5, Contract Terms and Conditions Required to ImplementStatues or Executive Orders - Commercial Items including 52.219-6;52.222-19; 52.222-21;52.222-26; 52.222-35; 52.222-36;52.225-1;and 52-232-33 . EVALUATION FACTORS: The government will make award based on the reasonable offeror whose offer is most advantageous to the government, price and other factors considered. INSTRUCTIONS TO OFFERORS: Quotes must be submitted in writing on a SF 1449 or on company letterhead and must include: 1) RFQ Number; 2) the company name and address; 3)point of contact 4) phone number; 5) fax number; 6) the unit price ; also include a completed copy of FAR 52.212-03 Offeror Representations and Certifications - Commercial Items. This is set aside for Small Business Concerns.
