Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes sole source soliciation; proposals are not being requested and a written solicitation will not be issued in accordance with Note 2. 701815Q005 is issued as a sole source request for quotation. This acquisition and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-25b. The following Harvest Survey Projects (migratory birds) in four subsistence eligible areas of Alaska will be managed and handled by Alaska Dept of Fish and Game due to the 1997 Protocol Amendment to the 1916 Migratory Bird Treaty between the US and Canada provides for a regulated spring/summer subsistence harvest. This treaty amendment lays the legal groundwork for the tripartite Alaska Migratory Bird Co-Mgmt Council consisting of Federal, State and Native regional partmers. The accompanying report to the amended treaty specifies: 1 the need for harvest monitoring 2 That harvest estimates will be collected cooperatively by the Council, including: a US Fish & Wildlife Service b Alaska Department of Fish and Game (ADF&G) c Native regional partners. The ADF&G is the only responsible source that will meet the agency requirement to conduct and analyze harvest surveys in all of the regions cited. Within the Co-Management Council, only ADF&G has the technical expertise, experience and trained personnel already in these areas to do the field coordination which are Central Kuskokwim, Aleutian-Pribilof (Izembek NWR), Copper River Basin, and Cook Inlet. Delivery, inspection and acceptance will be at USF&WS, 1011 East Tudor Rd, Anchorage, AK 99503 on or before 093005. The following provisions 52.212-1, Instructions to Offeror Representations and Certifications-Commercial Items apply to this acquisition. A completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with the offer.
