Description
DESCRIPTION: This is a sources sought notice for acquisition planning and no formal solicitation exists at this time. Military Sealift Command is requesting input to determine the technical, administrative, management and financial capability of potential offerors to perform the kind of work described below. If it is determined that two or more small businesses are capable of performing this kind of work, the resulting solicitation may be set aside. Interested offerors must submit a brief but complete capability statement that demonstrates a capability to perform this service for an evaluation to this office no later than 2:00 p.m. on Monday, 20 December 2004. All responses to this sources sought notice shall include company name and address, business size and type, point of contact to include email address and phone number, a cost estimate to include the anticipated daily detachment per diem rate and hourly flight rate (estimated 288 hours annually), as well as previous contracts performed of similar size and complexity. This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside is warranted. LOCATION: Delivery/Redelivery point of helicopter detachments for deployment is Guam. Helicopters will be deployed onboard USNS ships worldwide. REQUIREMENT: Contract will require three (3) helicopter detachments (two aircraft per detachment, or a total of six aircraft) to meet 5th and 7th Fleet operational requirements. The detachments will be deployed over a three-year period; first detachment will be deployed December 2005; second detachment will be deployed December 2006; and third detachment will be deployed December 2007. The resulting solicitation will not dictate a preference of helicopter type/class. However, the aircraft offered must meet all solicitation requirements. Detachments will be required to conduct the following missions: 1) Day and night vertical replenishment services, to include movement of stores, ammunition, and other high value cargoes; 2) Visual Search and Rescue operations with non-swimmer assisted personnel recovery; 3) Performance and participation in Dynamic Interface Testing (DIT) and Wind over the Deck Testing when directed by the Contracting Officer; 4) Internal Passenger transfer for MEDEVAC reasons (Minimum of patient and corpsman in addition to aircrew); 5)Internal Passenger transfer (Minimum of five personnel in addition to aircrew): and 6) Internal cargo (Minimum capacity of one standard Navy pallet (40? x 48?); 2-ft high, totaling 2000 lbs). UNIQUE REQUIREMENTS: The aircraft must be capable of shipboard operations (landing and taking off). The aircraft must be compatible with the T-AFS-8, T-AFS 1 and T-AE 26 class related aviation facilities to include hanger, flight deck, electrical facilities and support systems. The aircraft must be capable of performing vertrep operations with an aggregate external lift and HOGE capacity of not less than 4,500 pounds. Aircraft shall be IFR certified for and fully capable of operating in IMC conditions. The aircraft must have the ability to be hot-fueled using an approved closed circuit refueling nozzle.
