This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Naval Sea Systems Command (NAVSEA) intends increase the ceiling by sixty percent (60%) to issue orders on multiple occasions within the original three year ordering period under Basic Ordering Agreement (BOA) N00024-03-G-4008 with Northrop Grumman Corporation (NGC) of 65 Marcus Drive, Melville, NY 11747. An unanticipated surge in AN/SPQ-9B Radar System work requirements has used up the authorized ceiling within the first twenty (20) months of the BOA?s ordering period. The BOA was awarded on 9 January 2003 and runs through 8 January 2006. It provides for the issuance of multiple orders for equipment changes, Ordnance Alteration (Ordalt) Kit installation, repair parts, repair effort (including emergency repairs), and engineering services and support for Ordalt installation, checkout, and testing for the AN/SPQ-9B Radar System and all associated peripheral equipment. Orders may include tests and evaluation, fabrication of alteration, engineering changes, and field changes,! overhaul, refurbishment and maintenance of the AN/SPQ-9B Radar System. In appropriate cases, orders will be issued to open and inspect equipment to determine the extent of needed repair, alteration, and overhaul work. The BOA allows for the placement of firm fixed-price (FFP) type contract or cost-plus-fixed-fee (CPFF) type contract orders. NGC is the original equipment manufacturer (OEM) and sole producer of the AN/SPQ-9B Radar System. Therefore, no other firm possesses the technical expertise necessary to perform the work that will be required by the Government. The BOA will be issued pursuant to 10 U.S.C. 2304(c)(1). This synopsis is for informational purposes only and the benefit of potential subcontractors. The government intends to solicit and negotiate only with the source identified herein.
