- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure the rebuilding and refurbishing of three (3) Landing Craft, Air Cushion (LCAC) gearbox test stands. The LCAC gearbox test stands are used for the accomplishment of load and spin load tests that are required for the verification of accembled or rebuild LCAC gearboxes. The test stands are Government Owned property. The contractor is to rebuild and refurbish all three test stands to restore them to a fully operationa! l status. The three (3) test stands consist of one (1) test stand each for the main engine gearbox, aircraft offset gearbox and forward offset gearbox, respectively. All equipment for the three (3) test stands shall be ordered, delivered, installed and tested as a complete test stand unit within 9 months after contract award. The NAICS classification for this acquisition is 541330 with a size standard of $15.5 million. The Government intends to award a Firm Fixed Price contract. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, CST-Cincinnati, 5757 Mariemont Avenue, Cincinnati, OH 45227-4216, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However all proposals received within thirty (30) days after date of publication of this syno! psis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
