Description
The Government intends to award a Firm Fixed Price contract for installation and hardware for 424 each Global Positioning System (GPS) devices including key switches, some two-way messaging service, user system training, monthly service and website maintenance for a base period of approximately 1 March 2005 through 30 September 2005 plus four one-year option periods for NAVFAC Mid-Atlantic, Norfolk, Virginia. Installation of the GPS devices will be accomplished in phases at the following locations: Maintenance Work Centers at Sewells Point, Yorktown, Little Creek, Oceana, Portsmouth and Chesapeake, Virginia. Delivery will be FOB Destination. The Federal Supply Code (FSC) is 6605. The applicable North American Industry Classfication System (NAICS) Code is 334511 and the size standard is 750 employees. Proposals will be evaluated for technical, past performance and price. As prescribed in FAR 19.1308(b), Notice of Price Evaluation Preference for HUBZone Small Busi! ness Concerns (Jan 1999) applies to this requirement. The HUBZone Price Evaluation Preference is 10%. A complete RFQ package will be available on or about 10 December 2004 by downloading the documents at http://www.neco.navy.mil or http://www.fedbizopps.gov. Potential offerors are hereby notified that the solicitation and any subsequent amendments will only be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any co! ntract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
