Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number M68909-05-Q-0016 is issued as a request for quotation (RFQ). This document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17 and Defense Federal Acquisition Regulations Supplement Change Notice 20041122. The NAICS code is 33421 with a size standard 1,000 employees. This acquisition is unrestricted. The Government intends to purchase on a firm fixed-price basis and award the proposed purchase order for one (1) REDCOM High Density Exchange (HDX) on a Brand Name or Equal Basis. The contract line item number and descriptions are: CLIN 0001 ? RED! COM High Density Exchange (HDX) rack mountable switch with MLPP and factory database equipped as follows: REDCOM HDX Shelf with AC Power, Version 1.0 including: One (1) Controller board with Ethernet and two RS-232 links, HDX Time Slot Interchange, HDX Tone Service Board with Tone Plant, Conference (12 conference ports/board), and DTMF Receivers/Senders, Ring Generator and standard cable tray. The award shall be issued in December 2005 with a required delivery date within three (3) months after receipt of order. Deliver to Commanding Officer, ATTN: Supply Officer, MCTSSA, Building 31345, Camp Pendleton, CA 92055. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government's rights under the Inspection clause, nor does it limit the Government's rights with regard to the other term! s and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JAN 2004) is incorporated by reference and applies to this acquisition. The provision at FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999) applies to this acquisition. The contracting officer will make award based on price and price-related factors. Offeror shall provide back-up information that supports the offered price. This could consist of a copy of the current catalog or price list; invoices from previous sales of the identical item(s); etc. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS (JUNE 2003) with its quotation. FAR 52.212-4 CONTRACT TERMS AND CONDIT! IONS -- COMMERCIAL ITEMS (OCT 2003) is incorporated by reference and applies to this acquisition. The provision at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS ? COMMERCIAL ITEMS (OCT 2003), Subparagraphs (a) and (b) (15), (16), (17), (18), (19), (20), (25), (30) apply to this acquisition and are hereby incorporated by reference. FAR 52.204-7 CENTRAL CONTRACTOR REGISTRATION (OCT 2003), with DFARS 252.2204-7001 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (JUN 2004), Subparagraph (b), clause 252.225-7001 is checked and applies to this acquisition.
