<p class=MsoNormal style='margin-left:.5in'>(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.???? This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number W27P4B-05-R-0004 is a Request for Proposal (RFP) for Press Conference Transcription Services as described herein. (iii) The applicable NAICS code is 519190 and the corresponding size standard is 500 employees.?The Small Business ompetitiveness Demonstration Program does not cover this procurement. (iv) LINE ITEMS (CLINS):?The period of performance under this contract is 2 years (1 base year of 12 months and 2-6 months option periods) under a Firm Fixed Price Arrangement.???? Performance start date is 20 Dec 2004. Base ? 20/12/2004 ? 20/12/2005.</p> CLIN 0001 Standard Transcription Services - 200 Hours;</p> CLIN 0002 Priority Transcription Services - 50 hours;</p> Option I ? 12/21/2005 ? 5/20/2006</p> CLIN 1001 Standard Transcription Services - 100 Hours;</p> CLIN 1002 Priority Transcription Services - 25 Hours;</p> Option II ? 5/21/2006 ? 12/20/2006.</p> CLIN 2001 Standard Transcription Services - 100 Hours;</p> CLIN 2002 Priority Transcription Services - 25 Hours;</p> ???????????????????? (v) DESCRIPTION OF THE REQUIREMENT: Statement of Work A.???? BACKGROUND INFORMATION</p> 1.???? Transcription Services.?Contractor will provide transcripts of DoD briefings and press conferences, via e-mail, which will then be posted by the Government Representative to the appropriate web page of the Department.?Additionally, contractor shall, upon request from the Government Representative, transcribe and e-mail to the Government Representative other DoD and military service briefings, speeches and statements.??All required transcriptions will be from press conferences conducted in English and will be transcribed into English. 2.?TV Monitoring. Contractor must have access to TV news and public affairs programs on networks to include the Pentagon Channel, news agencies throughout the United States and CSPAN. The date and time of the specific press releases to be transcribed will be provided by the Government Representative. Also requires the ability to have same day verbatim transcripts of American and International leaders on matters of official Government policy and other news issues of the day.?Must have access to speeches and press conferences of major political leaders and spokesperson; and Congressional hearings. B.?CONTRACTOR REQUIREMENTS 1.?Contractor must convert transcripts to Microsoft Word or text file format and email them to an email address specified by the Government Representative immediately after the transcript is completed.? 2. Contractor shall, upon request, transcribe and email to Government Representative other DoD and other military service briefings, speeches and statements.?The Government Representative will provide contractor at least two hours advance notice of its need for additional coverage but contractor must understand breaking developments may not always make this possible.?In such an event, Government Representative agrees to provide as much advance notice as possible. 3.Contractor shall return the transcripts within 6 hours for priority services and within 24 hours for Standard services. Turn around period begins once the contractor receives the file to be transcribed. Contractor must establish a mechanism to acknowledge to the Government receipt of the file.</p> 4.? Contractor shall, upon request of the Government Representative provide the transcripts to Nexus-Lexus. C.???? GOVERNMENT RESPONSIBILITIES 1.General:?To assist contractor to achieve greatest possible spelling accuracy of the transcripts, Government Representative agrees to provide contractor by fax or e-mail a list of correct spellings of names, places, acronyms and any other unusual words used in briefings when possible.</p> The Government will provide audio files to the contractor via FTP or email.?Files will be digital audio files, including but not limited to MP3 and wave files, of press briefing/conferences. E. CONTROL PROCEDURES Contractor must establish a method with the Government Representative that will ensure acknowledgement of receipt of materials for transcription. (vii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors- Commercial Items. The following provision is being added as an Addendum:? FAR 52.214-31 Facsimile Bids/Quotes, Bidders may submit facsimile bids as responses to this Solicitation. (viii) The following provision applies to this acquisition: FAR 52.212-2?entitled Evaluation - Commercial Items.?The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other non-price factors considered.?Technical capability (Experience/ Past performance) will be rated.?Price reasonableness will be considered. The Government will rate each offeror(s) technical capability based on the following sub factors in order of importance:</p> (1) 95% transcription rate without errors.</p> (2) Technical solution for meeting required delivery times.</p> (3) Past Performance.</p> Contractors wishing to respond to this RFQ should provide this office with the following: A price quote on company letterhead for the requested services with addresses and phone number. Also include past experience of this type service performed within the past five years with address, phone number, email and full name of company provided the transcription service. In addition, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items.</p> Technical capability will be rated solely on the content of the information submitted.??Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government?s evaluation team to make an adequate technical assessment of the proposal as to meeting the technical capabilities. (ix) Offerors are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications- Commercial Items. (x) The following provisions apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions - Commercial Items.???? Addendum to the above clause is FAR 52.243-1 Changes - Fixed Price. (xi)The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes Or Executive Orders - Commercial Items.???? The following FAR Clauses within the aforementioned clause are being selected as applicable:,52.222-19, (xii) Other applicable clauses/provisions: FAR 52.217-5 Evaluation of Options, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.217-8 Option to Extend Services, FAR 52.232-18 Availability of Funds for Next Fiscal Year. (xiii) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition. (xiv)There is not a Numbered Note assigned to this acquisition.
