Description
NAVAIR Orlando Training Systems Division is currently seeking potential sources, large or small businesses, which are capable of demonstrating at a minimum the ability to support the United States Marine Corps (USMC) training program for an EA-6B Improved Capabilities Program (ICAP III) flight-training device in FY-O5. A commercial firm fixed price requirements contract is anticipated with a 24 month period of performance commencing on, or about 1.April 05. This acquisition is anticipated to be conducted in accordance with FAR 6.1, Full and Open Competition. The following items are prioritized objectives based on the current level of funding of $5.7 million. Respondents must demonstrate at a minimum that they can provide the following: 1) Overview: Front Seat EA-6B ICAP-III flight trainer focused on Electronic Warfare (EW) mission functionality that includes: a) Development, analysis and rehearsal of Marine T&R tasks b) Sacrifice realism of flight environment (i.e. no motion, no full dome) to gain increased mission functionality c) Communication integration with other training devices / training staff and linkable to Radio Battalion (RadBn) trainers or equipment d) Read/use Joint Mission Planning System (JMPS) so that trainer can be loaded with same mission plan as aircraft. 2) Transportable: a) Destination: MCAS Yuma, AZ, with TBD transfer to Cherry Point b) The trainer shall be configured in a self-contained deployable container. The container shall contain all equipment necessary to operate the device with the exception of electrical power, which will be provided by local facilities. 3) Marine Corps Aviation System Master Plan (MCASMP) compliant: a) Use Marine Corp's Tactical Environment Network (TEN)—the semi automated force model and simulation system b) Use MCASMP existing Open Flight Visual Databases c) Support MCASMP High Level Architecture (HLA) Federation Object Model (FOM) for link to other MCASMP trainers d) Support Joint National Training Center (JNTC) Integration 4) Simulation of: (vice Stimulation of real aircraft operational equipment (AOE)) a) ALQ-218, b) AYK-14, c) Tactical Display System Interface Unit (TDSIU), and d) ALQ-99 5) Flexible scenario development: a) Drag & Drop capability for threats & friendly forces. b) Ability for users to modify player parametrics as well as locations 6) Visual system – suitable for training 7) Mission after-action review: a) “God’s eye” map b) Ability to critique individual actions c) Ability to analyze tactical decision points 8) Flight quality realism: a) 6 Degree Of Freedom flight model b) Variable and controllable artificial turbulence (visual vice motion) c) Realistic Control Loading 9) No AN/APS-130 radar, but provide for “add in” future (ports ready for video and rack space reserved for Digital Radar Land Mass System (DRLMS)) Unprioritized Objectives. The following objectives are not prioritized within the current level of funding. If additional funds are made available, these objectives will be reviewed and prioritized with team members: 1) Full back-seat 2) AN/APS-130 radar simulation 3) Pilot feedback enhancements for realistic workload The Government will use responses from this Sources Sought Synopsis to make appropriate acquisition decisions. This is not a solicitation announcement for proposals nor will a contract follow as a result of this announcement. Therefore, this synopsis must not be construed as a commitment by the government. No reimbursement will be granted for any costs associated with providing information in response to this announcement and any follow-up information requests. Your response should include the following: (1) express your interest to participate in the EA-6B ICAP III USMC Requirement; (2) evidence to demonstrate Flight Trainer Design capabilities, and (3) the size of your company (i.e. Large or Small Business, 8(a), HubZone, Women Owned Small Business, Veteran, etc).
