Description
The Defense Distribution Depot Cherry Point, North Carolina (DDCN) provides materiel distribution services including the receipt, storage and issuance of materiel. The Contractor shall provide the material distribution services performed at DDCN. Material distribution services include all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. DDCN?s primary mission is to plan, program, manage, and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, selection, issue processing, packing, shipping, and distribution of repair parts/secondary items in support of on-base and worldwide customers. DDCN is responsible for the distribution of material located at MCAS Cherry Point. In support of MCAS Cherry Point and tenant activities, DDCN provides specialized packaging, preservation, central receiving, crane, crane operations, rigging, loading, blocking and bracing and transportation services for essential air and ground support equipment, weapons and vehicles. DDCN provides de-canning and canning of engines and aircraft parts coming to the Naval Aviation Depot (NADEP), Cherry Point, facility for modification. DDCN also supports the Foreign Military Sales (FMS) program and serves as the Navel Air Systems Command?s (NAVAIR) proponent for custody, preservation, handling and shipping of assigned aircraft engines. The major commodities are aircraft parts and components including aircraft engines, ship and marine equipment, radioactive material, industrial/general supplies (including flight clothing), and replacements for military weapons. The majority of material, equipment and components assigned are in support of fixed- and rotary-winged aircraft maintenance. The largest customers include Navy depot-level aviation maintenance activities, 2nd Marine Air Wing, and numerous Marine Aviation Logistics Squadrons. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing Best Value/Trade Off analysis. Small Business participation in subcontracts and teaming arrangements is encouraged and shall be included under the technical evaluation factors of the solicitation. The solicitation is expected to be released on or about January 6, 2005. The resultant contract will be awarded on an all or none basis as a hybrid fixed price, indefinite delivery/indefinite quantity (IDIQ) contract with cost reimbursement (T&M) provisions. The term of the contract consists of a two-year base period and three one-year option periods. The NAICS Code and Size Standard are 493110 and $21.5 million, respectively. A site visit and pre-proposal conference is expected to be conducted at DDCN on January 22 and 23, 2005, respectively. A video tape of the Distribution Standard System (DSS) will be presented in conjunction with the site visit/pre-proposal conference.
